BESIX is looking for a Qualified and Competent Person to be responsible for all lift and rigging activities and inspection of lifting accessories for a new large construction project in Mozambique.
In further detail the CPLO ensures that:
- The assessment and planning of all lifting operations is undertaken and complies with the requirements of the project procedures and applicable standards
- Develop a Lifting Operations Management Plan and Schedule of Common Lifts for the project and verify the effective implementation of the plan
- Conducts Audits workplace inspections and monitors the compliance of the plan and the Work Method Statements for the operations
- The Work Method Statement JHEA and Step Back 5x5s for work are completed approved and ensures that all risk control measures are implemented prior to undertaking any work.
- The crane team is appointed and all are made aware of their duties and responsibilities. Ensure the personnel involved in the activity are competent to operate/ use any equipment associated with this procedure and the equipment has been inspected and deemed safe to use prior to commencement of task;
- The work team undergoes through the specific training scheduled through the training matrix and prior the operations all the team engages on the daily tool boxes and have the permit to work issued and signed before starting the activity. Ensures that control measures to be used during the work are planned to ensure the risk from the activity is reduced to a level as low as is reasonably practicable (ALARP)
- There is an effective line of communication back to the CPLO in the event they are not present at the lift;
- Maintain presence on site whenever a lift greater than 9t is taking place;
- Close liaison is maintained with the technical crane suppliers throughout the installation operational and dismantling phases of tower cranes mobile cranes crawlers and all other load handling equipment
- Lifting operations are reviewed following advice from the crane / rigger supervisor / signaler / slinger on any matters of change in arrangements and that the lift plan and risk assessment are amended accordingly (continuous improvement)
- Liaise with TWC for issuance of permit to load for all temporary works prior to lift
- The relevant site conditions have been assessed with advice sought from the site temporary works coordinator and the information is made known to the crane lifting operations supervisor operator slinger / signaler and anyone else affected by the operations
- The equipment will only operate according to the weather criteria limitations and following the manufacture wind speed limit therefore having the responsibility of halting any operation that does not complies with the declared limit. Any underground services overhead services power lines ground conditions surface or other proximity hazards/ objects/ adjacent assets/ activities which clash or obstruct the lifting operations will be investigated identified record and deconflicted where appropriate in the lift plan
- The crane checklists lift permits and permits to load (where applicable) are completed and signed BEFORE a crane is utilized.
- The CPLO shall consider the findings of a risk assessment and where necessary appoint a suitably qualified and experienced Crane Coordinator to carry out any planned tandem lifts sequential movement of cranes loads and other equipment on sites where there is a possibility of collisions between cranes loads and other equipment
Qualifications :
The candidate shall meet the applicable qualifying criteria stated below and shall through education training experience skill and physical fitness as necessary be competent and capable to perform the functions as assigned. A person can be appointed as Competent Person for rigging and lifting operations subject to provided evidence of successfully completing an internationally recognized training (example: ASME B30 course Australian High Risk License ECITB/CITB certification ISO etc.) and proof of field experience. The CPLO reports to the Construction Manager.
Very good knowledge of English all other languages are an asset (especially Portuguese).
You are willing to work and live in a base camp in Mozambique. This project will be very remote hence you are willing to work under a rotation scheme (6/3). Single status only.
