Job Description

Program: Head Start/EHS

Location: 400 West Ave

Position: Behavioral Health / Disabilities Coordinator

Hours: 37.5hrs / 52 wk.

Salary Range: $61860 $80418

Salary Grade: 6

Summary of Responsibilities:

Under the direction of the Head Start Education Manager the Behavioral Health/Disability Coordinator is responsible for the development implementation and monitoring of behavioral health/disabilities and mental health services including all related data within ABCs Head Start and Early Head Start programs as well as the monitoring and coordination of referrals and service provision for children with suspected and identified disabilities. Ensures best practices using the Head Start Early Learning Outcomes Framework (ELOF) Head Start Performance Standards Office of Children and Family (OCFS) regulations and other applicable polices and regulations as identified by program management.

Qualifications/Education and Experience:

  • Education: Masters degree in Early Childhood Education (Preferred); Bachelors Degree (Required) or similar degree accepted with significant course work in Special Education.
  • Experience: Requires at least one (1) year of administrative and/or management experience to include program planning organizing staff training and supervision.
  • Requires the ability to work well independently as well as be a valuable contributing member of a team. Experience in oversight/coordination of contracts work teams and staff/parent activities.
  • Requires experience and knowledge of general principles of administrative classroom management and administrative best practices in maintaining safe and enriching classroom/learning environments.
  • Must be able to monitor compliance with regulations policies and procedures according to established Agency/Head Start program standards and established curriculums.
  • Must have good organizational and planning skills; be attentive to details; and have good analytical evaluative and problemsolving skills. Requires good time management skills; the ability to meet deadlines and manage multiple priorities; and the ability to initiate delegate and complete assignments independently.
  • Requires strong observational assessment and instructional skills; and must be able to model and share best practices working with children including children with challenging behaviors. Requires knowledge of early childhood developmentally appropriate practices and positive methods of child guidance. Have the ability to motivate and support staff/consumers/caregivers to provide environments materials and opportunities that promote the childs developmental growth domains.
  • Requires strong oral and written communication skills and good interpersonal and customer service skills. Must have strong leadership and teambuilding skills; the ability to handle duties with tact diplomacy and independence; and be able to exercise sound judgment in taking corrective action and making decisions.
  • Must have experience working with diverse organizations groups individuals etc. particularly lowincome children and families; including those with disabilities and/or special needs; and service providers. Requires the ability to initiate partnerships support and maintain relationships with all key stakeholders/partners at all organizational levels and community sectors. Must be able to build relationships with others based on mutual respect conflict resolution skills and through a demonstrated ongoing commitment to learning and children/families.
  • Requires demonstrated proficiency in word processing data entry and data management; as well as the ability to analyze program data.
  • Valid Drivers License and access to transportation.
  • Bilingual skills and diverse cultural competencies are a plus and may be required for engaging and communicating with children and families (please note no pay differentials).
  • Must initially receive and subsequently maintain education and training requirements full federal and state clearances allowing unsupervised contact with children. Any prospective or current employee who has an indication of child abuse/maltreatment or neglect or who cannot be left unsupervised with children will not be retained.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The position requires physical health and the capability to work in an office environment. The employee will be required to travel frequently to various Agency/HS/ECS sites and community locations (i.e. meetings events training monitoring etc.) The employee may be subjected to extended periods of sitting (i.e. ordering food/supplies completing reports meetings inspections etc.); may also frequently be required to stand and walk and or/climb stairs (i.e. site visits presentations training community education).

Duties/tasks may sometimes involve the intermittent performance of moderately physically demanding work typically involving some combination of reaching bending stooping kneeling crawling or crouching (i.e. performing inspections inventory etc.). Some tasks may require occasional lifting carrying pushing and/or pulling of heavier objects or materials the employee must be able to lift a minimum of 50 pounds weight (i.e. picking up/transporting supplies and/or equipment structures/fixtures appliances etc.). While performing the duties of this job the employee may frequently be exposed to fumes or airborne particles moving mechanical parts and vibration.

Specific vision abilities required by this job include close vision distance vision peripheral vision and the ability to adjust focus. While performing the duties of this job the employee is regularly required to receive and give verbal & written directives/instructions and be able to hear and respond satisfactorily. Some evening and weekend hours may be required at times in the event of parent and/or program meetings and activities. Maybe required to travel overnight and out of the service area by air car or rail for trainings and conferences. Management/staff may be called should an inspection consultation or immediate action be necessary; or if additional work hours may be needed to complete required incident reports and/or necessary paperwork.

All employees of ABCs Head Start/Early Childhood Services Dept. must receive and maintain a full clearance from the Office of Children and Family Services and Justice Center of New York that confirms any prospective applicant or current employee has no pending criminal cases or prior convictions for sexual domestic violence; has no indication of child abuse maltreatment or neglect; or who cannot be left unsupervised with children.
