The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). The Office of Human Resources Solutions (HRS) is the central human resources department that supports the Department of Social Services Human Resources Administration and the Department of Homeless Services (DSSHRADHS). Using a strategic approach and defined goals and objectives HRSs mission is to provide DSSHRADHS programs and employees with the most effective human capital tools and resources to realize their goals.
Human Resources Solutions is recruiting for a Deputy Commissioner HR Services. Under executive direction of the Senior Deputy Commissioner for Human Resources Solutions with very broad latitude for independent initiative and action will exercise full responsibility for administering and executing the agencys HR Partnerships and Recruitment & Onboarding programs.
The Deputy Commissioner MV will be responsible for:
Overseeing the Office of HR Partnerships and is responsible for planning managing and administering the HR Partnership unit directly leading a team of Human Resources Business Partners (HRBP). Implements policies related to strategic human resource planning and management recruitment and hiring employee performance management employee and labor relations record keeping employee benefits classification compliance and other related activities.
Overseeing all activities related to hiring onboarding offboarding promoting and transferring coordination and control of personnel transactions and staff movement for DSSHRADHS.
In conjunction with the Responsibility Area and/or Responsibility Center (RA and/or RC) leadership analyzes the agencys hiring needs and subsequently directs the development of recruitment plans and strategies to meet those needs (i.e. civil service list movement provisional hiring etc.); provide technical expertise to agency program areas on DSSHRADHS transfer policy and interpret policies and procedures concerning transfer requests in coordination with Labor Relations.
Identifying analyzing and assessing the impact of existing and/or new policies and procedures on area and agency operations and ensures uniformity in their application. Alerts and recommends appropriate actions to agency and HRS leadership concerning compliance with HR policies and procedures.
Keeping abreast of DSSHRADHS missions operations and operational structures to ensure the adequate and efficient delivery of personnel services necessary to achieve of the agencys goals.
Managing all recruiting initiatives across various programs; and assists with the development of aggressive recruitment strategies to attract and retain exceptional talent for DSSHRADHS.
Participating in the assessment of daily operations within HRS through the evaluation of subordinate units performance in order to access the degree to which functions are performed effectively and efficiently.
Providing input into the development implementation and ongoing maintenance of tracking systems to control and monitor the various activities necessary to provide timely personnel services.
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
