Job Description

City Medical Specialist II / Complex Care Physician Supervisor (PartTime)

Division/Program Summary Description:

The Office of School Health (OSH) is a joint program of the Department of Education and the Department of Health and Mental Hygiene responsible for promoting the health of 1.3 million school aged children enrolled in approximately 1800 public and nonpublic schools in New York City. This is achieved through a combination of public health initiatives case management education and direct clinical services. School Physicians have served the students of NYC for over a century.

Position Summary:

Under the supervision of the Deputy Medical Director

Job Duties and Responsibilities:

Work within the mandates policies and protocols of the Office of School Health (OSH).

Serves as a consultant for all medical accommodations

Supervision of administrative physicians assigned to review medical accommodations

Completes Accommodation Reviews (Home Instruction Transportation/Medical Exception Diabetes Medication Administration Form Reviews Paraprofessional Reviews and Immunization Exemption Reviews) efficiently using sound clinical judgment coordinating services when appropriate.

Utilizes the Automated Student Health Record (ASHR) to maintain accurate student health records.

Consults with community primary care providers and specialists to review accommodations requests when needed in order to ensure appropriate care coordination.

Integrates information from multiple agency sources and communication with PCPs to determine the appropriate level of service for each accommodation request.

Participates in meetings concerning student medical needs at school

Reviews and assists with inschool case management

Manages complex clinical cases in collaboration with multiple teams including OSH clinical and DOE teams

Performs clinical case reviews as requested by the Medical Director

Advocates for the health needs of students as outlined by their diagnosis and related accommodation requests and current services.

Participates in the Programs public health initiatives/exploratory research projects/quality improvement programs.

Participates in the agencys oncall physician program.

Functions as a leading medical expert for the school community as part of multidisciplinary multiagency collaboration to review and implement accommodations for students

Keeps abreast of health management policy statements and emerging research within the health community affecting school health.

Remains up to date with all OSH policies and protocols.

Participates in training orientation and other educational activities for the units clinical staff.

Participate in School Health research activities and attend mandated DOHMH and Office of School Health trainings meetings and Continuing Medical Education classes


Qualifications :

Possession of a valid license to practice medicine in the State of New York; and either:
a) Valid Board Certification issued by the appropriate American Specialty Board in any specialty area required by the agency; or
b) Current approved application on file for admission to the certifying examination given by the appropriate American Specialty Board in any specialty area required by the agency.
To be assigned to Assignment Level II individuals must have in addition to meeting the minimum qualification requirements for Assignment Level I described above one year of satisfactory experience practicing in the specialty area.
To be assigned to Assignment Level III individuals must possess:
a) A valid license to practice medicine in the State of New York; and
b) A Masters degree in Public Health or equivalent Masters degree including or supplemented by graduate credits in epidemiology and biostatistics. Completion of Epidemic Intelligence Service program of the Center for Disease Control and Prevention may be used to substitute for this Masters degree; and
c) At least two years of satisfactory experience after receipt of the Masters degree or equivalent in the practice of epidemiology. Specialty Board Certification or eligibility may be substituted for one year of this experience.
To be assigned to Assignment Level IV individuals must possess:
a) A valid license to practice medicine in the State of New York; and
b) Completion of an approved residency program in an accredited hospital including three years of experience in either internal medicine or family practice or pediatrics or another related specialty area required by the Department of Health and Mental Hygiene; and
c) Valid board certification or board eligibility issued by the appropriate American Subspecialty Board in Infectious Disease Pulmonary Medicine or a related subspecialty; and
d) Completion of an approved fellowship program in an accredited hospital including two years of experience in either infectious diseases or pulmonary medicine or another related subspecialty required by the Department of Health and Mental Hygiene.
