The Office of Child Support Services (OCSS) primary goal is to ensure that children are financially supported by both parents. OCSS accomplishes this by locating noncustodial parent (NCP) establishing paternity and child support orders and collecting and disbursing child support funds to those children. OCSS also services NCPs who are unable to provide financial support due to unemployment and/or being underemployed by partnering with communitybased organizations which offer educational training and job placement services for eligible parents. Enforcing and establishing child support orders combined with employment and other support assists impoverished families gain financial independence and become selfsufficient.
The OCSS Borough Offices are the point of entry into the child support system for custodial parents who are cash assistance applicants and recipients. Custodial parents are automatically referred for child support services as a requirement for full benefits for their household. When the noncustodial parent whereabouts are or become known cases are referred to the family court to initiate the legal child support proceedings for pursuing orders of support and/or the establishment of paternity. Custodial parents and their families rely on the agency to provide guidance in collecting monies due to them and to use all means at the disposal of the agency to collect such monies.
Under direction of the Executive Director of Borough Offices & DSS Court Services with great latitude for the exercise of independent judgment the Director of the Borough Office (Administrative Director of Social Services Staff NMI) is responsible for the overall administration and management of the Borough Office. S/he directs a diverse staff of professionals and clerical support engaged in conducting client interviews to obtain information and documentation required to locate the absent parent to establish paternity and child support order for parents of children who are in receipt of cash assistance.
The Executive Director of Borough Offices & DSS Court Service is recruiting two (2) Administrative Director of Social Services NM who will:
Manage and direct the daytoday operational activities of the Borough Office to ensure the divisions goals of locating absent parents are being met. Oversee the activities to ensure that investigations are conducted appropriately and legal and court mandated requirements are met.
Directly supervise the Deputy Director Office manager and administrative staff and indirectly supervise Supervisors Caseworkers and Clerical support staff. Establish and enforce performance standard for Borough Office staff; direct the recommendation of personnel and disciplinary actions within the office.
Review approve and signs off on weekly statistical data and periodic activity reports; ensure quality control and compliance with current policies and procedures; direct the training of staff in the implementation and application of new agency policies and procedures.
Act as liaison to other agencies/public officials coordinating procedures and activities to achieve optimal results; oversees the retrieval response to computer generated address and employment information needed for court hearings.
Provide information to internal and external auditors regarding borough activities; ensure maintenance and integrity of records and files.
Represent the Executive Director of Borough Offices & DSS Court Services at meeting; conduct and participate in unit staff meeting facilitating and encouraging relevant discussions keeping staff informed of agency goals and changes in programs and procedures.
Qualifications :
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience including one year at the administrative or managerial level in a large governmental agency business firm civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to 1 above. However all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
