Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $64137 $73758.

The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

The Office of Human Resources (OHR) is a critical component in managing the agencys most valuable resources our employees. The Office of Human Resources holds a broad spectrum of responsibilities that contribute directly to ACS vision of offering comprehensive quality services that empower children and families to thrive. ACS Office of Human Resources primary functions include developing and implementing the agencys human resources policies and procedures recruiting and hiring qualified candidates for open positions providing onboarding and training to new employees managing employee performance and compensation and ensuring compliance with all applicable employment civil service and labor laws. In addition to our primary functions the Office of Human Resources provides a variety of other services to employees such as career development employee benefits and wellness programs. The Office of Human Resources also works in partnership with ACS program areas and divisions to provide initiatives and services that nurture and develop an environment of employee empowerment advocacy and involvement in the organization while attracting and cultivating a diverse dynamic workforce.

The Office of Human Resources is seeking a qualified individual to serve as a Compliance Specialist. Under general supervision with latitude for independent initiative and judgment the Compliance Specialist will collect and analyze data and perform comprehensive background investigations in order to determine character and credentials of prospective employees for the Administration for Childrens Services. This position is responsible for processing investigating and reviewing prospective employee files contacting and interviewing former employers and references to determine and recommend applicants to confirm eligibility for employment/hire.

Duties and responsibilities of the Compliance Specialist will include but are not limited to the following:

Process and implement all hiring promotions and title change actions for agency staff through the Personnel Action Request (PAR)
Verify information concerning education experience and other personal qualifications bearing upon character and fitness of applicants for employment with the Administration for Childrens Services
Perform complete thorough and comprehensive background investigations and reviews for potential employees for the Administration for Children Services
Determine applicants suitability by confirming and analyzing information provided and/or discovered during the background investigation
Conduct Processing/Interviews and report determination
Perform New York City Automated Payroll System (NYCAPS) entries
Conduct and review of all documentation process State Central Registry (SCR) clearance Staff Exclusion List checks Justice Center Criminal Background checks and all other forms presented by candidate/s in conjunction with these actions
Request and reviews criminal history checks through the NYS Justice Center
Ensure that all other relevant background clearances are conducted
Review applicants files and contacts and interviews former employers and references for the purpose of determining and recommending applicants; eligibility for employment/hire
Fingerprint and/or register for fingerprints / photograph new employees
Retrieve categorize separate and prepare records and related documents as required by the department; prints copies distributes and files reports lists and related documents
Maintain departmental records and update related documents as applicable to the background investigation function
Perform related work as directed

Qualifications :

1. A baccalaureate degree from an accredited college and three years of satisfactory fulltime progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
