The Center for Population Health Data Science (CPHDS) launched in October of 2023 aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health healthcare and social service for timely and effective public action. We are working towards making these data more accessible timely equitable meaningfully usable protected and actively used. CPHDS aims to strengthen agency wide data capabilities by empowering our workforce enhancing intra and interagency data sharing and using modern technology to yield trusted and integrated data and insights. A realtime and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Design and conduct research that strengthens public health insights and actions through the use of data scientific methods especially AI/ML methods.
Serve as a technical leader in modern public health analytics guiding the methodologies that best address CPHDS and agency analytic agendas.
Collaborate with CPHDS data engineers product developers product managers and IT to develop and launch public health analytic solutions for the Agency and the public health community atlarge.
Provide theoretical and technical support for data science and machine learning research and operations at the Agency when needed.
Identify and/or develop AI/ML methods and/or practices that incorporate health equity perspectives; promote them to agencys analysts data scientists and data engineers through trainings and/or reports.
Supervise junior data scientist whose activities contribute to data modernization efforts research and operations.
Promote data analytic capacity and best practices in the agency via training and consultation.
Collaborate with internal and external researchers and analysts for various research projects.
Author reports presentations and scientific papers based on analyses.
PREFERRED SKILLS:
A minimum of 5 years of experience in performing statistical analyses and scientific research in epidemiology and/or health sciences including health equity.
High fluency in the Python programming language is required with proficiency in one of the deeplearning frameworks PyTorch or Tensorflow.
Experience in the development or deployment of foundation models.
Advanced knowledge and experience in data wrangling analysis and visualization.
Ability to work with staff at all levels and to communicate complex technical knowledge in language that is understood at every level.
PhD in quantitative field preferred.

Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
