Job Description

HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.


Your Team:

HPD Tech is the IT division within HPD. HPD Tech is committed to transform HPD through technology by promoting productivity and eliminating manual processing shrinking costs and increasing the pace of work.

HPD Tech works to improve effectiveness of business processes using core applications for flawless execution. HPD Tech empowers decision makers with access to quality (complete and accurate) information to anticipate and proactively react to building neighborhood and market conditions.

Your Impact:

HPD seeks an experienced professional to serve as a Data Modeler. This position will work on a multiple of technology products to support the Enforcement and Neighborhood Service (ENS) programs to improve the quality of housing in New York City by enforcing NYC Housing Maintenance Code and NYS Multiple Dwelling Law. HPDTech will develop a technology solution to aid efficient administration of ENS programs.

Your Role:

Your role as a Data Modeler is to design implement and document data solutions which includes use of relational dimensional databases and developing data access layer using database code. You will also be responsible for the development of conceptual logical and physical data model working independently and collaboratively. You will also be overseeing and maintaining existing data models and optimization of query performance using best practices.

Your Responsibilities:

Working as part of the Data Management group the Data Modeler is responsible for managing how information and data relate throughout an organizations business process landscape. He/she will work with business analysts senior database administrators and users to:
Build and extend semantic information models to represent the work of agency program areas. Implement semantic information models in database design.
Help design data access layer code in the information technology architecture to design reusable data concepts and reusable data delivery.
Build and maintain Extract Transform Load (ETL) code to transfer data from and to heterogenous database. Perform data quality operations to remove corrupted data and fixing coding errors and related problems.
Ensure that information modes and database designs conform to the overall data modeling standards guidelines best practices and approved modeling techniques and approaches.
Help maintain an enterpriselevel data dictionary by documenting all entities their relationships and all data attributes for the agency.
Coordinate with the project teams and others to ensure that data implementations align with the Enterprise information architecture and meet the applicable standards.
Work independently and jointly with the database administrator in developing the data objects and data models to support data services under a serviceoriented architecture approach.

Preferred Skills:
Minimum of 6 years of progressive industry experience in the field of database design and data architecture of OLTP and Data Warehouse. Ability to work independently and jointly with database administrators application designers and developers business analysts and users to define the information needs of the organization.
Experience in creating data models using tools such as CA Erwin Data Modeler or equivalent.
Should have proficiency in a database SQL language and programming language.
Experience in SQL Server and Oracle Database Architecture.
Experience in transformation and mapping using SQL Server Integration Services (SSIS). Knowledge of Oracle Data Integrator (ODI) is a plus.
Experience in data analysis data quality operations debugging and optimizing SQL queries.
Familiarity with programming languages such as Python R.
Familiarity with reporting tools such as Power BI Tableau OBIEE etc.
Strong communication Problemsolving skills working independently and collaboratively Accuracy and Attention to detail aptitude for learning other analytics tools and databases Teamworking skills.
Strong Verbal and Written communication skills


Qualifications :

(1) A baccalaureate degree from an accredited college including or supplemented by twentyfour (24) semester credits in computer science or a related computer field and two (2) years of satisfactory fulltime software experience in designing programming debugging maintaining implementing and enhancing computer software applications systems programming systems analysis and design data communication software or database design and programming including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A fouryear high school diploma or its educational equivalent and six (6) years of fulltime satisfactory software experience as described in 1 above including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However all candidates must have a four year high school diploma or its educational equivalent plus at least one (1) year of satisfactory fulltime software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations technical support quality assurance (QA) hardware installation help desk or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV in addition to the Qualification Requirements stated above individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration database management systems operating systems data communications systems capacity planning and/or online applications programming.
