Job Description

With an overarching mission to eliminate ageism and ensure the dignity and quality of life of approximately 1.8 million older New Yorkers the NYC Department for the Aging is deeply committed to helping older adults age in their homes and creating a communitycare approach that reflects a model ageinclusive city.

The Health Insurance Information Counseling and Assistance Program (HIICAP) helps older adults navigate the complexities of all components of Medicare. HIICAP conducts public outreach presentations and workshops to older adults community partners and other groups on Medicare Medicaid Medigap Elderly Pharmaceutical Insurance Coverage (EPIC) and Medicares preventive services. New York State certified counselors provide assistance with Medicare Part D prescription plan selection Medicare Savings Programs and enrollment by appointment and via telephone among other services. In addition HIICAP has 7 communitybased sites citywide that offer direct assistance in 15 different languages. HIICAP also received the NYC Top Performer award from the NY.
The mission of HIICAP is to promote the independence health and dignity of older adults through direct support education and advocacy.

NYC Agings HIICAP unit is seeking a dynamic individual to join our team as the HIICAP Program Supervisor. The HIICAP Program Supervisor will oversee the daytoday operations of the Health Insurance Information Counseling and Assistance Program (HIICAP) ensuring the program meets the needs of Medicare beneficiaries by providing accurate unbiased information and counseling. This position involves supervising staff and volunteers managing program activities monitoring compliance with state and federal regulations and ensuring the delivery of highquality services.

The responsibilities of the position include but are not limited to:

Program Supervision & Administration:

Oversee and coordinate the daytoday activities of the HIICAP program.
Assign tasks and schedules to ensure the program operates efficiently.
Ensure compliance with local state and federal regulations including Medicare and Medicaid policies.
Collaborate with program leadership to develop and implement operational strategies policies and procedures.
Coordinate with various departments to streamline processes and enhance program effectiveness.

Budget Tracking:

Analyze financial data prepare budget reports and provide recommendations for optimizing resource allocation.
Assist with managing contracted services to ensure compliance with all contract agreements regulations and performance expectations.
Monitor and manage the program budget ensuring compliance with funding requirements and guidelines.

Reporting & Data Management:

Maintain accurate program records including client interactions performance metrics and service delivery data.
Prepare regular reports on program outcomes challenges and opportunities for improvement.
Utilize data to assess the programs effectiveness and recommend enhancements.

Staff & Volunteer Supervision and Support:

Supervise counselors staff and volunteers ensuring they are trained motivated and supported.
Assist with recruiting training and supervising volunteers and staff involved in HIICAP counseling and outreach.
Provide performance feedback identify professional development opportunities and guide counselors on Medicare rules and guidelines.

Outreach & Community Engagement:

Develop and implement strategies for promoting HIICAP services to Medicare beneficiaries and community partners.
Organize outreach events including seminars workshops and informational sessions.
Collaborate with community organizations agencies and stakeholders to expand the programs reach and impact.

Client Services & Counseling:

Ensure the delivery of highquality unbiased Medicare counseling services to beneficiaries.
Monitor counseling sessions to ensure consistency and accuracy of information provided.
Assist in resolving complex Medicarerelated issues escalated by counselors.

Compliance and Regulatory Adherence:

Ensure compliance with all relevant laws regulations and funding requirements.
Stay updated on healthcare industry standards and changes in healthcare policy that may impact the program.
Develop and maintain comprehensive documentation related to compliance efforts.

Collaboration and Stakeholder Engagement:

Foster positive relationships with external partners agencies and community organizations.
Collaborate with crossfunctional teams to maximize program outreach.

Special Projects

Lead and participate in special projects as required to enhance program effectiveness and outreach.
Participate in local and state initiatives partnerships and collaborations related to Medicare and health insurance counseling.


Qualifications :

1. A baccalaureate degree from an accredited college or university and three years of fulltime satisfactory professional experience in social services community relations public administration or management contract management or social research and/or planning of which at least one year must have been in the field of aging; or

2. Education and/or experience that is equivalent to 1 above. Experience as described in 1 above may be substituted for education on a year for year basis. However all candidates must: (a) have one year of experience as described in 1
in the field of aging; and (b) possess a fouryear high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization.

Requirements for Assignment Level II
For Assignment Level II in addition to meeting the qualification requirements above one additional year of the experience described in 1 above is required.
