Job Description

The Citywide Personnel Policy Unit is responsible for aligning leave and other human resources related policies and procedures across agencies and documenting DCAS personnel policy memos and interpretations. The team also advises City agency human resources staff on these policies.

The Deputy Director handles the following functions:

In conjunction with the Director of the unit align leave related procedures across agencies and document DCAS personnel policy memos and interpretations to increase transparency and efficiency in policy and leave regulation implementation.
Guide and supervise the staff in policy and leave interpretations requiring decision making and further research.
Train staff in identification of policy responses resources and appropriate interpretations. Coordinate with the Office of General Counsel to review and interpret questions and ensure decisions are consistent with prior precedents and legal requirements.
Work with DCAS subject matter experts and the Office of General Counsel to update and maintain all Personnel Services Bulletins and other policy documents to ensure consistency and provide transparency in operations.
Work on strategic development projects such as new policy implementation procedure documentation online document library development as well as Agency Personnel Officer (APO) training and outreach.
Identify areas in need of procedural documentation and clarification such as Childcare Leave implementation excused absences discretionary sick leave grants etc. Create documentation (such as Frequently Asked Questions) to assist APOs in implementing such policies consistently across agencies.
Identify important policy documentation (Memos Executive Orders Bulletins etc.) to create an online policy database/library for information sharing and efficiency in policy interpretation.
Identify manual procedures that can be made electronic and create processes to increase efficiency.

Only permanent Administrative Staff Analyst employees and those in an equivalent permanent title or who are reachable on the civil service list are eligible to apply.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
