The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the worlds busiest and most highly skilled emergency response agency. The Departments main goal is to provide fire protection emergency medical care and other critical public safety services to residents and visitors in the five boroughs. Reporting directly to the Associate Commissioner of the Bureau of Communications this position requires a high degree of administrative responsibility over FDNY BOCs activities including day to day operations of Fire & EMS call taking and dispatch operations at both Public Safety Answering Centers (PSAC) and the associated infrastructure management. The duties and responsibilities include: Supervise the Executive Director of Fire Dispatch Operations and the Chief of Emergency Medical Dispatch (EMD) and respective staff of approximately 700 call takers and dispatchers; Oversee the highlevel utilization and staffing of call taker and dispatch applications and systems including the EMSCAD and FireCAD system operations the E911 Vesta system and FDNY Telephony systems; Develop and implement complex telecommunications systems supporting data bases planning of data/information processing user services staffing budgeting and procurement. Under varying levels of managerial or executive direction with varying degrees of latitude for independent initiative judgment and decision performs difficult and responsible professional managerial work in the complex planning organizing and controlling of the overall activities of Department wide Telephony systems Street Files Alarm Assignment Files and all BOC Fire and EMS Dispatch activities. The Assistant Commissioner will be continuously monitoring operational effectiveness by utilizing data and software tracking tools and will ensure that appropriate modifications and improvements occur as required and will seek the means to optimize dispatch outcomes including innovations to improve response times for Fire and EMS; upgrade and standardize operational capabilities enhance systems and methods (within budgetary and technological constraints); ensure continuity of operations at maximum efficiency; develop conceptual contingency and operational plans for future operational enhancements and when appropriate ensure a stabilized reengineering of certain business process. Providing a responsive teamoriented climate to the Bureau the Assistant Commissioner will coordinate staff training on continued basis; provide oversight and guidance to the unit managers. The Assistant Commissioner will collaborate with the Chief of EMD and Executive Director of Fire Dispatch operations as well as vendors and technology partners; Represent the agency on various steering sub committees related to the portfolio and interact with outside stakeholders on an ongoing basis to deliver the best possible calltaking and dispatch strategy to meet the needs of frontline workers and New Yorkers. Excellent communication skills and a trackrecord working in a missioncritical management role with the ability to think outside the box.
Qualifications :
1.A masters degree in computer science from an accredited college and three years of progressively more responsible fulltime satisfactory experience using information technology in computer applications programming systems programming computer systems development data telecommunications database administration planning of data/information processing user services or area networks at least 18 months of this experience must have been in an administrative managerial or executive capacity in the areas of computer applications programming systems programming computer systems development data telecommunications data base administration or planning of data processing or in the supervision of staff performing these duties; or
2.A baccalaureate degree from an accredited college and four years of experience as described in 1 above; or
3.A fouryear high school diploma or its educational equivalent approved by a states department of education or recognized accrediting organization and six years of experience as described in 1 above; or
4.A satisfactory combination of education and experience equivalent to 1 2 or 3 above. However all candidates must have at least a fouryear high school diploma or its educational equivalent approved by a states department of education or recognized accrediting organization and must possess at least three years of experience as described in 1 above including the 18 months of administrative managerial executive or supervisory experience as described in 1 above.
