Job Description

The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water collecting and treating wastewater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEP delivers more than 1.1 billion gallons per day of the highest quality drinking water to 8.5 million NYC residents and more than 1 million people in Upstate New York and has a wastewater conveyance and treatment system capable of processing over 1.3 billion gallons of wastewater per day to protect the environment and the citys surrounding waterways.
New York City has approximately 140000 catch basins 114000 hydrants 90000 valves 14 gatehouses 3 reservoirs 68 groundwater wells a 100 million gallon underground storage tank and 7000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protections Bureau of Water and Sewer Operations (BWSO).

The Bureau of Water & Sewer Operations (BWSO) Division of Operations Analysis & Regulatory Compliance Cross Connection Inspection Unit is seeking to hire an INSPECTOR (PLUMBING) I. The selected candidate for this position will perform various tasks under direct supervision that include but are not limited to:
Conducting surveys of plumbing systems in residential commercial industrial or institutional facilities to evaluate the risk level associated with each crossconnection.
Assessing the proper backflow protection or action required to eliminate the crossconnection following the guidelines of the USEPA NYSDOH and AWWA M14 Manual.
Conducting inspections of backflow preventer assemblies to verify that the installation aligns with DEPs approved plans and specifications.
Reading and interpreting architectural and engineering drawings of plumbing systems to obtain details for inspections.
Responding to reporting and investigating crossconnection incidents.
Performing tests of backflow preventer assemblies preparing reports and making recommendations for repairs.
Reporting findings in inspectionbased software including any violations of the NYC Plumbing Code or illegal plumbing practices and providing recommendations for corrective actions.

Crossconnection surveys are performed in all kinds of weather. The physical activities may include climbing ladders entering crawl and confined spaces taking and recording data on a computer tablet carrying various tools and measuring equipment (approximately 15 lbs.) and driving a City vehicle. Crossconnection surveys are conducted during business hours except for emergencies that may necessitate immediate attention.
A Motor Vehicle Driver License valid in the State of New York is required for this position.


Qualifications :

1. Two years of fulltime satisfactory experience performing one or a combination of the following: (a) as a plumber in the installation of plumbing systems (b) inspector of the installation of plumbing systems or (c) superintendent of plumbers; or

2. One year of fulltime experience as described in 1 above and one year of formal training or education in an accredited college technical school or trade school in a program with an emphasis on plumbing; or

3. Sixty credits towards a degree in civil engineering engineering technology mechanical engineering or a closely related field from an accredited college or university; or

4. Completion of an apprentice program a minimum of two years in length in plumbing or plumbing inspection; or

5. A license as a professional engineer or registered architect issued pursuant to the New York State Education Law; or

6. Education and/or experience which is equivalent to 1 2 3 or 4 above.

7.To be eligible for placement to Assignment Level II individuals other than licensed professional engineers or registered architects must have after meeting the minimum requirements at least three additional years of experience as described in 1 above.

8. To be eligible for placement to Assignment Level III individuals other than licensed professional engineers or registered architects must have after meeting the requirements for Assignment Level II above at least one additional year of experience as described in 1 above.

9. To be eligible for placement to Assignment Level IV individuals other than licensed professional engineers or registered architects must have after meeting the requirements for Assignment Level III above at least one year of experience as described in 1 above in a supervisory capacity.
