Job Description

This position is responsible for systemwide workforce development and retention of staff. The position has oversight of Osseo Area Schools recruitment and retention strategies and programs with the goal of building and sustaining a diverse and competent workforce that is studentcentered equity and accountability focused and customer service driven.

 

Responsibilities and duties include:

 
  • Develops implements and manages districtwide recruitment strategies and programs.
    • Oversees and administers recruitment programs including the New Teacher Workshop week and Grow Your Own programs.
    • Implements creative recruiting tactics designed to generate high interest in social media and mediabased web recruiting.
    • Analyzes workforce availability demographics sourcing and trends to forecast and develop effective recruitment approaches to attract a diverse candidate pool reflective of the students and communities served by the district. Strategies include but are not limited to job fairs open houses attendance at school events community events and educational institutions.
 
  • Develops implements and manages retention strategies districtwide and programs for staff of color.
    • In collaboration with partners manages staff of color retention programs including the Teacher of Color Mentorship program.
    • Analyzes disaggregated data and recommends and implements changes to programs specifically regarding underrepresented groups.
    • Identifies skill gaps and executes strategies to close gaps that exist between the current workforce and what is needed in the future.
 
  • Utilizes data and administers grants to develop workforce strategies.
    • Serves as the grant manager for district recruitment and retention programs. Utilizes data and grant funding to develop and implement workforce strategies.
    • Guides lead mentors for the Teachers of Color and ESP mentor retention programs. Ensures grantfunded positions have written assignments designed to carry out the deliverables of each grant.
    • Manages department resources effectively ensuring compliance with applicable policies rules and regulations.
 
  • Supervises and develops recruitment and retention staff.
    • Supervises direct reports by delivering formative and timely feedback written performance evaluations and/or demonstrating attention to quality enhancement by improving efficiencies and effectiveness in recordkeeping workflow and compliance.
    • Leads and influences the work of colleagues requiring the ability to build good relationships. Delegates tasks and authority appropriately and/or establishes procedures to guide system and departmental work; monitors and demonstrates effective decisionmaking strategies in order to meet project deadlines.
 
  • Demonstrates strong interpersonal skills and models professionalism.
    • Expresses ideas clearly verbally and in writing and communicates effectively in public. Listens attentively and builds relationships.
    • Perceives the needs and concerns of others and provides appropriate support resolves conflicts and demonstrates cultural responsiveness.
    • Demonstrates professional demeanor by maintaining confidentiality representing the district in a positive manner and establishing a positive image with the districts sites and community.
 
  • Performs other comparable duties as assigned by the Director of Human Resources. 
 


Essential Knowledge Skills and Abilities include:

 
  • The ability to interact effectively with people of diverse educational cultural ethnic and socioeconomic backgrounds.
  • Strong skills and background in leveraging social media as a sourcing and recruitment tool.
  • Computer proficiency with databases windowsbased applications Microsoft Office and social media.
  • Strong consultative skills including the ability to engage assess persuade and negotiate with prospects.
 


Minimum Qualifications:

 
  • Bachelors degree in human resources industrial relations business administration communications or other related field.
  • A minimum of five (5) years of recruiting experience with increasing responsibility for an organization.
  • A minimum of one (1) year of lead and/or supervisory experience.
 


Preferred Qualifications:

 
  • Thorough knowledge of employment laws and regulations compensation practices and other human resources related functions including benefits compensation employee relations and organizational development.
  • Experience leading recruitment and retention functions for an organization with over 500 employees.
  • Previous grant administration experience.
  • SHRMCP/SCP PHR/SPHR or similar credentials.
 


Salary: Classification J1 $101464 $114811 annually 
Work schedule: Fulltime 260/261 workdays/year
Bargaining unit: Management Personnel IM
