The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water collecting and treating wastewater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEP delivers more than 1.1 billion gallons per day of the highest quality drinking water to 8.5 million NYC residents and more than 1 million people in Upstate New York and has a wastewater conveyance and treatment system capable of processing over 1.3 billion gallons of wastewater per day to protect the environment and the citys surrounding waterways.
New York City has approximately 140000 catch basins 114000 hydrants 90000 valves 14 gatehouses 3 reservoirs 68 groundwater wells a 100 million gallon underground storage tank and 7000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protections Bureau of Water and Sewer Operations (BWSO).
Site Connection Unit is a unit within the division of Engineering Connection and Permitting that reviews engineering applications related to site connection and house connection proposals to make sure storm and sanitary discharge to the city sewers follow latest rules and regulations and determine the potential impact on the New York City DEP and sewer systems. This unit ensures that all reviews/approvals conform to DEP rules regulations and requirements and will not have adverse impact on the citys sewer and drainage system and all reviews are conducted in accordance with established schedules. The Engineer in Charge of the Site Connection Unit is responsible for supervising 1012 staff of varying expertise including mechanical and civil engineers as well as engineering technicians. Specific responsibilities include but are not limited to:
Actively supervise and administrate the staffs for the daily operations in Site Connection Review Unit including engineers engineering technicians.
Directs subordinates in performance of work assignment. When advised of delays and backlogs reassign staffs when necessary to eliminate delays and complete reviews within established period. Reduce number of resubmissions and enhance customer service to both internal and external applicants.
Ensures that all information contained in the response letter to the filing consultants is accurate and comprehensive as prepared by staff reviewers. Direct subordinates during review in exploration and consideration of all options for solutions
Advises supervisors/managers on all matters involving section personnel and performances and identify obstacles and hindrances toward achieving performance goals. Recommend course of action toward elimination of obstacles hindering overall performance.
Report out on any project delays staffing issues backlogs and develop alternative solutions.
Develop training and guidance manuals for internal staff as well as public requesting documents.
Engages in studies investigation or examinations related to the engineering functions or activities of the department including the connection & permitting.
Work with staff in developing staffing plans workload evaluations team metrics and trends.
Review all necessary information and statistics in the preparation of weekly monthly and yearly metrics and other city council reports as required.
Conducts meeting with Professional Engineers Registered Architects Licensed Plumbers Contractors Industry other City Agencies other Bureaus within DEP and Bureau personnel regarding issues and questions on plan design and processing.
***ALL CANDIDATES MUST BE PERMANENT IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE PROJECT MANAGER TO BE CONSIDERED***
Qualifications :
1. A baccalaureate degree from an accredited college in engineering architecture landscape architecture business administration or public administration and five years of fulltime satisfactory experience in the planning administering or expediting of engineering design and/or construction or coordinating a very large engineering project two years of which must have been in an administrative managerial executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in 1 above; two years of which must have been in an administrative managerial executive or supervisory capacity; or
3. Education and/or experience equivalent to 1 or 2 above. An accredited Masters degree in one of the disciplines described in 1 above a law degree or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However all candidates must have the two years of the administrative managerial executive or supervisory experience as described in 1 above.
