Job Description

Must Haves:

Responsibilities:

Supports Clients wideranging business information requirements implementing and supporting business intelligence software solutions

Develops and supports customized query applications which analyze key business data

Develops and supports guided analysis and drilldown functionality routine scheduling and notification of report generation and effective implementation of opportunity and keytrend alerts.

Provides Clients with approach options and tools for managing businessrelated data in a manner that assists in quantitative analysis of progress and the relationship between operational actions and their effect on business objectives.


General Skills:

Experience with analyzing data in source systems to identify data cleanliness issues (e.g. missing values duplicate meanings and invalid data)

Experience with developing feedback processes to fix corrupt data in the source systems

Experience with developing data extraction transformation and load programs (daily and initial load) functionality on a widerange of data repositories (relational and multi dimensional data stores)

Experience with developing implementing and maintaining schedule/dependency logic for Extract Transform Load (ETL) scripts

Experience with developing monitoring and error notification processes to ensure data is updated as designed

Experience with developing automation extraction cleansing and load scripts

Experience generating research models and reports (scheduled and adhoc)

Proven troubleshooting and analytical experience

Experience in process decomposition/mapping and business process reengineering and complex data models using UML.

Experience in the use of development tools and business reengineering software

Experience in developing enterprise architecture deliverables (e.g. business logical and physical models) based on Enterprise Application Processes and Modeling methodology and guidelines


Desirable Skills:

Knowledge and experience in developing data analysis applications

Knowledge and understanding of Information Management principles concepts policies and practices

Ability to provide expert advice in developing and integrating process and information models to enable identifying and eliminating redundant business processes

Experience with developing monitoring and error notification processes to ensure data is updated as designed

Hands on experience working with stakeholders to develop and document interface specifications design between Business Intelligence solutions and external applications

Extensive experience with conceptual logical and physical data modelling tools like Power Designer and Visio.

Key deliverables to be performed by the consultants include but are not limited to the following:

  • To support influence and impact the use of analytics and strategy for analytics across the enterprise.
  • To help develop and support the use of the Analytics tools and best practices across the enterprise.
  • Provide consulting services to ministry business partners regarding their information consumption and analytical needs.
  • Participate in the creation of detailed plans and accurate estimates towards development testing and implementation of the project or program.
  • Contribute to successful project completion by identifying risks and developing/ recommending mitigation strategies.
  • Participate in Proof of Concept or Proof of Technology projects.

Provide expertise & training to business users:

  • To help develop proposals and feasibility studies for small to medium projects. Conduct technology research evaluate Analytics tools and produce strategy/direction papers.
  • Provide advice and guidance in the areas of advanced statistical modelling econometrics tools and techniques.
  • Provide planning advice to the project team on the use of data and building capacity within the Ministry on performing advanced analytics and data analysis.
  • Provide direction on the statistical relevance of data to the project team

Scope: The consultants must have a minimum of 10 years of the following skills and experience:

Skills and Experience

  • Experience working and communicating directly with business stakeholders; being able to provide guidance and advice to ensure the successful delivery of projects within the required timelines.
  • Experience in working with and analyzing large and diverse data sets identifying relationships and themes suitable for future policy development concerning post secondary education and training.
  • Strong knowledge of design development and implementation experience utilizing Analytics technologies involving the use of administrative postsecondary data.
  • Knowledge of Statistics and modelling techniques such as econometrics theory of Probability and Statistics inference based on survey data confidence intervals regression models multinomial linear logistic ridge machine learning algorithms training model evaluation hyper parameters search techniques.
  • Knowledge of advanced data visualization tools and techniques. Knowledge of statistics and analytical tools such as R/SAS/SPSS Expert documentation skills.
  • Knowledge of BI technologies such as R Shiny Power BI Tableau.
  • Strong interpersonal and communication skills (both written and oral); ability to communicate with people in a wide variety of areas and at various levels from technical specialists to senior management.

Knowledge Transfer

Transfer From Solution Development / Systems Testing/QA Specialist / Intermediate to Project Manager

When Knowledge Will Be Transferred:

  • Knowledge transfer must be completed one week prior to the end of the project or one week prior to the consultant leaving the ministry.

What Knowledge Will Be Transferred:

  • All deliverables including design/supporting/release/training documents must be checked into designated version control repositories (for example SharePoint). All final documents and working drafts related to project requirements or solution design must be stored on designated project repositories (for example SharePoint site HPQC TFS)
  • Project manager and designated ministry staff must be regularly informed in writing (by email) of where documentation has been stored and must be provided a minimum of one walkthrough of all documentation as part of the final knowledge transfer activities.
