The Business Analyst and Technical Specialist is a technical specialist junior level resource with specialized knowledge and experience in a specific technology.
The LCS team is working 100% remote environment. Its expected that the candidate will be available 8 hours during standard business hours 8am 6 pm MF East coast time.Thisposition will be serving as the product manager for electronic certifiedpayroll for the construction team as it relates to our software. This position is responsible for delivering business and system requirements understanding data flowrequirements between our major systems performing some applicationconfiguration (using XML) developing tasks and schedules for delivery and training to support delivery of theAASHTOWare Projects Civil Rights and Labor (AWP CRL) module to theconstruction unit at NCDOT. This individual will set goals by identifyingrequirements use cases and tests estimate hours required for business analysis and task completion andensure clear communication regarding components to be delivered to thebusiness. Communication with the IT teamwill include creation of backlog items and daily meetings in an agileenvironment. This position is responsible for working with other analysts to break down the design intomilestones and work items tracking status managing communication anddependencies both to the technical team and to the business customer. This individual will also coordinate testvalidation and rollout for functional components ensuring customers areinformed & trained with sufficient help & training materials. The individual must be knowledgeable andexperienced with business analysis agile project management productmanagement stakeholder management and the system development life cycle. Our preferences are for familiarity with AWPAzure DevOps construction processes in a state level Department ofTransportation (DOT) and certified payroll and compliance processes. Thisindividual will work directly for the NCDITTransportation Letting andCompliance Systems (LCS) manager. It iscritical this position be filled as soon as possible in order for the LCS ITteam to maintain the current level of support for these applications. Preference will be given to candidates livingin North Carolina.

Providesupport for new processes during implementation
Provideoperational support for clients to support their business processes
Providecoordination with other project team members as needed
Providequality control for program and project deliverables
Make XMLprogrammatic changes as needed to the UI and some reports.
PerformSQL queries against the database as required to assist inanalysis/troubleshooting.
Coordinate with clients and other technical team members to reengineerbusiness processes as needed
Assistwith developing and delivering training materials for changed businessprocesses and IT applications
Provideknowledge transfer to DOT trainers who will be responsible for long termtraining delivery
