This position is remote for the duration of the engagement.
The State is pursuing an HR Digital Transformation initiative to transition from multiple disparate systems to a more modern integrated solution. The objectives of the HR Digital Transformation project are to procure and implement a system that will enhance the capabilities provided in the current solutions (Cornerstone on Demand Learning Management and Performance Management PeopleAdmin Position Description Management NeoGov Recruitment/Applicant Tracking SAP HR components in the onpremise solution such as Organization Management Personnel Administration Time Benefits and Reporting).
The candidate will work under the supervision of a contract Program Manager and will assist in completing the duties and deliverables described below. Candidates are welcome to apply for this requisition and/or the Program Manager requisition.
The candidate will be responsible for assisting the Program Director as necessary in developing short and longterm strategies evaluating and analyzing various software solutions researching industry best practices establishing the HR Digital Transformation Program Office and creating deliverables (business case status reports requirements documents stakeholder communications etc.)
The selected candidate must possess proven ERP HR consultation experience guiding enterprise clients toward the purchase of ERP HR solutions that meet needs across large complex organizations. Government experience highly desired. The candidate must be able to quickly ascertain the client s needs based on capabilities then assist in developing detailed strategies clearly outlining the required steps and project timelines necessary to achieve the desired outcomes. The candidate will also be responsible for the creation of large complex reports for OSHR executive management and state legislative offices/personnel adhering to strict timelines for completion.
Duties include but are not limited to all the following tasks and/or outcomes:
assist Program Director in establishing the HR Digital Transformation program office
draft the business case for the project
facilitate communication efforts to gain buyin from State Executive Leaders and Legislative bodies
design a comprehensive strategy and identify objectives to achieve an overall successful outcome
assist in designing a change communication strategy and serve as a champion for the project
develop project timelines necessary to achieve the desired outcomes
ensure the project is in scope ontime and within budget
determine appropriate staffing resources for the project and deployment of resources
recommend operations and maintenance resource staffing levels
centralized consistent goals and direction for the core project team
assist with effective program and project change management communication and training planning and execution
milestones and deliverables are identified achieved accurate and in line with the project plan
project status is regularly accurately and timely communicated
solution proposal and resolution of complex issues
issues and risks are identified early escalated and resolved
customer and stakeholder needs and expectations are fulfilled
ensures the solution meets requirements regulations specifications and fulfills its intended purpose
continuous monitoring and evaluation from inception to completion and
support the team on the development of the HR RFP(s)
assist in development review and support facilitation of the evaluation process for the HCM competitive evaluation
Review implementation service provider deliverables to help ensure consistency with SOW and state expectation
Support OSHR Programs as requested and ensure project/program integrations as necessary
Develop documentation in support of OSHR Programs and processes where identified as necessary to understand the As Is and To Be processes and for consideration in communication training and change management
Support special projects as designated by OSHR specifically as it relates directly or indirectly to the HR Digital Transformation Program
The selected candidate must possess proven experience as follows:
Project management experience that meets the needs of a large complex entity
State Government ERP project management experience
State Government HR business process knowledge
Knowledge of SAP ERP onpremise HRPayroll or similar ERP
Experience implementing cloud HCM solutions preferably from at least 2 different vendors
Experienced and successful at project planning controlling and closing
Effective stakeholder coordination and consensus building
Efficient constraint resolution
Productive agency and executive communication and negotiation skills
Full lifecycle project oversight
Staff supervision and training
Project implementation meets intended requirements and specifications
Project implementation meets operational needs of users and stakeholders
