Job Description

The Implementation Director shall be responsible for supporting the M500 Delivery Director in their role of delivering the M500 contract. The individual will need to be a highquality candidate who will develop into a lead and become a body of knowledge for the M500 contract. The Implementation Director will support the lead in moulding relationships performance and morale within the team with the Project Delivery Partner M500 Contractor and other relevant stakeholders. The Implementation Director will be accountable for supporting the M500 lead in the endtoend oversight of all aspects of the M500 delivery supporting leadership and direction in a collaborative team environment. The Implementation Director will also liaise and coordinate with the heads of the functions where support is required or needed for M500 delivery activities.

 

  • Support the M500 lead as the Authorities Representative for the M500 Contract.
  • Sit in for the M500 lead in their absence where and when required.
  • Coordination of the M500 Contract working closely with the M500 Lead delivery team consultants contractors and other stakeholders.
  • Support the lead in steering a safety culture and associated behaviours to promote health and safety across the Programme the M500 and wider organisation.
  • Be accountable for the M500 Contract budget providing reporting and ensuring resources are well deployed and managed.
  • Propose and support on the determination and tracking of delivery milestones and key performance indicators
  • Work with key stakeholders across the M500 Contract partners and the wider project team to understand the landscape/context and support the delivery of the M500 Contract and the project objectives.
  • Coordinate and draw support from the Client Directorate functions to ensure delivery excellence and performance.
  • Ensure with the M500 lead that suitable processes and procedures are in place for the delivery of the M500 contract.
  • Comply with governance processes and ensure M500 milestones are met and delivered in a controlled and assured manner.
  • Apply oversight expertise and sound judgment either themselves or by seeking advice from the M500 lead or independent verification through assurance and other functions.
  • Highlight and escalate risks / issues for onward transmission to the Project Director for mitigation / resolution suggesting what the proposed solutions may be and how they could be implemented.
  • Identify review and leverage opportunities for implementation of continuous improvement and lean techniques to reduce costs and release programme contingency.
  • Support in the development and ongoing review of the project governance structures and establish their consistent use throughout the  Directorate M500 team Project Delivery Partner M500 Contractor advisers and other stakeholders . Where appropriate challenge forecasts and information produced by the M500 Contractor and/or Project Delivery Partner.
  • Deliver the programme outcomes specified in the functional briefs within the control baseline and associated tolerances.
  • Understand and manage stakeholder management responsibilities and application of appropriate stakeholder communications policy for the M500 Contract that are aligned to the broader program stakeholder management strategy.

Qualifications :

  • Minimum Level 8 degree (or equivalent) in relevant subject area e.g. engineering construction project management.
  • Level 9 Masters in relevant field would be advantageous (or equivalent masters)
  • Chartered member of a relevant professional body preferred e.g. Chartered Engineer (IEI or equivalent) Chartered Project Professional (APM or equivalent) or Programme Management Professional (PMI or equivalent).

Experience

  • 1015 years experience in programme / project delivery across Infrastructure programmes of significant size and complexity with at least 5 years of senior management experience (experience delivering rail PPPs preferable).
  • Experience from of complex high value metro and/or rail projects.
  • Experience of PPP/DBFMO Automation and Rolling Stock Procurement/Delivery into operation desirable but not essential.
  • Knowledge of and understanding of capital project and programme delivery and how this supports and integrates with a wider high functioning environment.
  • Strong and demonstrable leadership and management skills including project management procurement contract management financial and change management.
  • Strong planning governance and delivery skills with the ability to set team goals objectives and priorities establishing clear roles and responsibilities for all direct reports.
  • Tangible experience of best practice delivery implementing policies procedures and standards for efficient delivery.
  • Indepth understanding of the design and delivery requirements of technically complex projects in engineering / rail delivery / rail operations sectors.
  • Experience of managing a range of stakeholders at all levels across the organisation influencing their decision making and any improvement of process and guidance to support project delivery and reporting.
