The Citywide Agency Chief Contracting Officer (ACCO) effectively manages and oversees all citywide and OTI procurement and contract activities. The Citywide ACCO is responsible for overseeing citywide procurement initiatives and act on behalf of OTIs CTO for contractual policy changes citywide; oversees OTIs ACCO Office Citywide Strategic Sourcing Contract Compliance and works directly with oversight agencies like the Law Department MOCS OMB City Hall and OMWBE; and manage the portfolio of competitive sealed bids requests for proposals Systems Integrator contracts Quality Control contracts ITCS and M/WBEs as well as intergovernmental government to government vendor performance evaluations establishing MWBE goals and opportunities and State Prevailing Wage Law compliance.
Reporting to the Deputy Commissioner of Management and Budget division responsibilities will include:
Manage oversee and direct ACCO staff in processing citywide IT contracts for goods and professional services.
Interact closely with budget and fiscal staff to develop and maintain capital planning exercises strategies for procurement policy and promulgation/implementation of all new policies.
Advise executives and staff as needed on all procurement matters Local Laws City administrative requirements and Procurement Policies and Procedures Board (PPB) rules regarding
purchasing/contracting operation; standard operating procedures; disseminate alerts and updates in procurementrelated laws.
Implement best practices and special initiatives for increasing contracting opportunities for Minority and Womenowned Business Enterprises (M/WBEs).
Oversee vendor selection evaluations and manage the timely and efficient award and processing of formal contracts and small purchases to the most responsive and responsible contractors
at the best price or most advantageous to the city.
Manage processes that promotes competition and fairness through the development of bidder lists.
Utilize PASSPort FMS internal tracking systems and other systems for the review approval and processing of solicitations which includes PSRs RFPs CSBs RFXs RFIs RDs and RFAs.
Advise on the most efficient methods of procurement assist in the development of specifications to minimize cycle times operating costs and ensure continuity of operations.
Provide postprocurement contract support and manage change orders renewals time extensions contract amendments and vendor performance evaluations.
Coordinate with oversight agencies (MOCS OMB and Law Department on policy issues).
Ensure the agencys strategic plan goals of increasing citywide contracts and expanding opportunities for MWBEs are met.
Review and recommend all contracting decisions which includes contractor responsiveness and responsibility determinations dispute resolutions and policy decisions related to procurement;
liaise with internal management other agencies and oversight groups to advance the agencys program goals.
Ensure all procurement rules and regulations are met as well as compliance with OTI Federal State and Local Laws rules regulations and initiatives regarding procurement in order to
avoid unnecessary administrative costs. Direct the timely performance of audits of contracts and purchasing procedures to ensure optimal efficiency and compliance.
Coordinate with agencies to structure and manage citywide IT purchases.
Run and analyze data reports on volume and processing time of work and implement business processes to minimize transaction time where necessary.
Responsible for agency contract compliance including vendor responsibility performance evaluations LL1 LL63 Directive 31 and all other rules that impact the procurement process.
Responsible for agencys strategic plan goals around vendor management and contract lifecycle including implementation of vendor scorecards and ensuring that vendors meet all contractual
requirements.
Develop procedures that will streamline the procurement process. Ensure all agency procurement personnel are adequately trained on all procurement procedures rules and regulations.
Draft and edit intricate and significant solicitation documents and contracts draft review revise and approve agreements prepared by other professional staff.
Represent the Department at internal and external public hearings meetings with agency personnel and meetings with oversight agencies to facilitate the development review and approval
of procurement actions conduct difficult and involved negotiations on behalf of the Agency.
HOURS/SHIFT
Due to the necessary management duties of this position in a 24/7 operation candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

Qualifications :
1. A baccalaureate degree from an accredited college and four years of fulltime satisfactory professional experience in purchasing procurement contract administration or a related field at least eighteen months of which must have been in an administrative managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in 1 above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in 1 above.
