Job Description
The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government City agencies City employees vendors with City contracts individuals and entities that receive City funds.

DOI is seeking to hire Senior Investigators who will conduct reviews of the NYPDs response to protests as a member of the Protest Policing Monitoring Unit. The City recently reached a litigation settlement related to the New York City Police Departments (NYPD) response to demonstrations that occurred in 2020 after the police killing of George Floyd. The City and plaintiffs agreed to establish a Collaborative Review Committee chaired by the DOI Commissioner to monitor NYPDs implementation of the settlements terms. The settlement terms include NYPDs commitment to embrace policing approaches that assure the rights of protesters and comply with the law; to develop policies training and procedures concerning policing of protests; and to act in accordance with requirements regarding deployments tactics arrests uses of force and documentation. DOI is responsible for among other things conducting reviews of selected demonstrations determining NYPDs compliance with settlement terms reporting findings and issuing recommendations.

Under the supervision of the Inspector General for the Protest Policing Monitoring Unit the selected Investigators will conduct reviews of NYPD policing of demonstrations and analyze NYPDs compliance with settlement terms and department policies. The Investigators duties and responsibilities will include drafting document requests reviewing and analyzing records video and data; conducting interviews of NYPD officials and members of the public; planning and participating in field operations; interacting with Committee members City officials and members of the public; and producing written reports and internal memoranda concerning investigative findings and policy recommendations.

If selected the candidate will be fingerprinted and undergo a background investigation during which the candidates consumer credit history will be reviewed as otherwise permitted by NYC Administrative Code 8107(24)(b)(2)(A).

This position is funded for the duration of the settlements monitoring period which is a period of three years and three months.

Qualification Requirements
1. A fouryear high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and four years of satisfactory fulltime experience in an industrial or governmental agency in the field of investigation auditing law enforcement security inspections or in a major operational area of the agency in which the appointment is to be made; or

2.A baccalaureate degree from an accredited college or university; or

3. Education and/or experience equivalent to 1 or 2 above

Preferred Skills
1. A minimum of four years of experience conducting complex investigations or oversight reviews.
2. Strong written and oral communication skills.
3. Ability to initiate and drive projects to completion with minimal guidance and to prioritize and manage large volume of task and work in a fastpaced environment.
4. Ability to work well in a team environment.
5. Experience analyzing records video and data using Microsoft Excel or other tools.
6. Ability to exercise discretion on sensitive and confidential matters.
7. Flexibility adaptability and ability to take constructive criticism.
8. Experience in police oversight or demonstrable interest is a plus.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However City Employees in certain titles who have worked for the City for two continuous years may also be eligible to reside in Nassau Suffolk Putnam Westchester Rockland or Orange County.
