Title: Project Manager
Duration: Full Time Permanent
Client: NIH National Institute of Health
Location: 100% Remote
The Contractor shall provide project management project administration technical leadership and control over task performance activities necessary for the management of this task. The Contractor shall prepare maintain and follow generally accepted project management and information technology standards (e.g. Project Management Institute) describing their project management and information technology approach and controls to be employed to meet cost schedule and performance requirements. The Contractor shall meet with the Contracting Officers Representative (COR) and provide status updates (see Status Reporting section of SOW below). The contractors Project Manager or an appropriate designee shall meet biweekly with the COR to discuss ongoing work and problem areas. The COR may include other staff as required.
The Contractor will provide monthly status reports to OMA COR and OMA team lead for ongoing tasks. The status report captures project status project phase highlevel accomplishments for the reporting period upcoming milestones risks and issues. The Contractor shall provide knowledge transfer to other OMA staff (Contractor or Federal) with regard to services and associated products delivered. The Contractor will utilize an Agile methodology to deliver new functionality enhancements and improvements. The process associated with the release of new functionality to Production and the Agile process including meetings such as the project kickoff sprint planning and sprint review shall be formalized and documented. The contractor shall involve the OMA leadership team and the program leads in the review of this documentation.
The work to be performed shall be governed by the stated purpose and scope described above. Through all aspects of this order the Contractor shall work closely with the COR and appropriate management to obtain guidance keep the COR informed resolve issues and ensure the task order work remains within the defined scope.
The contractor shall use OMA processes and associated NIHowned tools for areas including:
requirements tracking including management of user stories and acceptance criteria
providing estimates for requirements
providing test plans and test reports
progress tracking for development activities including the creation of tasks to implement requirements and providing percent complete at least once weekly for ongoing tasks
configuration management includes storing code in a government system
change management for Production system.
PERIOD OF PERFORMANCE :
The period of performance of this Contract shall be from 04/21/2025 through 04/20/2026. If the Government exercises its option(s) the period of performance will be increased.
