Job Description

General Summary

Under general supervision monitor systems operation for effective utilization of energy by all building systems Analyze Utility consumption and forecast monthly operating costs to accrue unbilled utility costs work closely with purchasing in developing utility purchasing strategies and contracts.

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

1. OPERATIONS: Provides operating guidance to the HVAC personnel and monitors the functions and activities of mechanical systems operation in accordance with department and organizational plans and objectives.

A. Establishes base line operating performances maintains and updates mechanical and systems equipment additions/subtractions for base line adjustments and utility consumption prorated with temperature operating records for all facilities and building systems.

B. Establishes and monitors the most cost effective operating strategies between the various energy sources available to the Hospital. (i.e. District Chilled Water Thermal Storage Onsite Generation etc.)

C. Establishes and maintains mechanical and electrical engineering technical information involving energy consumption including current applicable federal state local and industry codes and regulations.

D. Monitors existing standards codes and regulations and keeps current on changes and new requirements including Joint Commission Life Safety ASHRAE and state and local regulations for plant operations.

E. Effectively communicates standards to project managers and designers to ensure system standards are being maintained during the design procurement installation repair or replacement of plant infrastructure and individual floor systems.

F. Reviews project plans and specifications to ensure compliance with established standards and guidelines to validate energy utilization and functionality.

G. Establishes performance standards and measures performance against those standards recommending appropriate action is taken when standards are not being met.

2. Recommissioning: Monitors inspects and evaluates physical plant capability of the hospital complex including mechanical and building systems with the express purpose of recommissioning to design standards and maximizing functionality based on energy effectiveness.

3. Troubleshooting and problem solving:

A. Communicates with medical staff administrative support staff department managers directors and senior management regularly regarding physical plant functionality as it relates to energy conservation and Federal Energy Guidelines.

B. Analyzes problems in system functionality identifying shortfalls and developing both longterm and interim plans of action which maximize plant capability and minimize lifecycle cost.

C. Interfaces with operations personnel and customers ensuring problems and corrective actions are properly investigated analyzed understood and resolved.

4. Capital Planning: Works with Plant Manager and Director to develop and program the infrastructure and plant capital replacement program both shortterm (up to 5 years) and longterm.

A. Assists in the development and programming of the combined infrastructure and capital replacement program.

B. Assists in the implementation and monitoring of capital programs and projects.

5. Energy Management: Works with the Plant Manager and Chief Engineer in Developing and implementing management systems for the control and effective utilization of all mechanical and building systems specifically utility distribution and consumption HVAC steam chilled water and other utility distribution and capacity.

A. Helps to identify shortfalls and suggests cost effective solutions.

B. Ensures interim measures are identified recommended and effectively communicated to ensure that existing capacities are not exceeded and functionality is maximized.

6. Keeps abreast of current regulatory (federal state and Joint Commission) information/guidelines and new related hospital policies. Maintains required records/documentation for utility consumption Joint Commission and other regulatory requirements as pertain to utility consumption.

7. Maintains professional growth and development through attending inservices training external seminars and activities/events to keep abreast of developments in the mechanical/electrical field.


Qualifications :

Education and Experience

  • A Bachelors Degree in Mechanical or Electrical Engineering or an equivalent combination of education and experience is required.
  • Five years of experience in a similar position is required.
  • Hospital experience is preferred.

Knowledge Skills and Abilities

  • Demonstrated knowledge of control systems especially computerized systems word processing spreadsheet and database software.
  • Comprehensive knowledge of federal state and local standards codes designs and regulations pertinent to the hospital environment is required. Knowledge of mechanical and electrical engineering systems and equipment utilizing energy is required.
  • Ability to regularly maneuver/ambulate successfully in utility work areas crawl spaces trenches manholes and on roofs and ability to climb ladders and scaffolding to inspect electrical and mechanical systems in order to identify problems and propose solutions.
  • Highly effective written and verbal communication skills are required to effectively work and interact with project engineers consulting firms administration and support staff.
