Job Description

APPLICANTS MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE.

The Accountability Office (AO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA).Within AO the Liens and Trusts is responsible for the settlement of liens and claims for recoupment of money expended in Medicaid and Public Assistance. The Estates Unit also provides administrative support to the Office of Legal Affairs and the Support and Lien Recovery Litigation Unit (SLRLU) to provide litigation services and legal counsel to the Commissioner Office of Child Support Enforcement (OCSE) and the Accountability Office in accordance with Federal State and City laws rules and regulations. Specifically the Estates Unit represents DSS and asserts liens and claims against recipients assets for the recovery of benefits expended for public assistance and Medicaid.

L&R is recruiting for (1) one PAAII to function as an Estates Casualty Supervisor who will:

Supervise staff within the Estates Recovery Unit.

Prepare and distribute work assignments. Monitor the work to ensure compliance with deadlines and protocol. Report on progress and facilitate corrective action as needed.

Analyze cases and relevant data/documentation through research to provide opinion and guidance to the Director of Liens and Recovery Executive Director of the Office of Liens and Trusts and the Office of Legal Affairs as required for case processing or litigation.

Process Estates Recovery Cases as required especially cases involving Deceased Casualty matters.

Perform Special projects or tasks given by the Director of Liens and Recovery and/or Executive Director of the Office of Liens and Trusts.

Work Schedule: Monday to Friday 9 am to 5 pm.

Work Location: 375 Pearl Street


Qualifications :

1. A baccalaureate degree from an accredited college and three years of satisfactory fulltime progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
