Job Description

The Bureau of Food Safety (BFS) protects the public including New Yorks most vulnerable citizens from a broad range of hazards that may pose a threat to health or safety. This includes hazards related to food safety wherever meals are served to the public including restaurants school cafeterias mobile food vending carts senior centers and soup kitchens firsthand and secondhand smoke for all places of employment and public spaces. BFSCS also monitors compliance with regulations in other facilities such as tattoo parlors correctional facilities and homeless shelters. Additionally BFS investigates environmental health complaints received from New York City residents.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Manage staff of 3 to 4 analysts providing scientific and project direction and oversight.

Lead analysis and reporting work to answer questions related to inspection results and trends using SQL SSRS and other software.

Serve as liaison to inspection program executive leadership to formulate creative approaches for using data to improve inspection program efficiency and effectiveness.

Ensure data analytic products and reports are accurate and adhere to data documentation standards.

Oversee improvements and enhancements in the food safety inspection database systems.

Provide direction and support in the planning of analyses reports presentations peer review manuscripts and other modes for disseminating information on mobile food vending restaurant and other food service establishment safety.

Present analytic results and research findings to Agency leadership and at conferences.

Report back on projects and progress to Executive Director of Environmental Health Surveillance.

Collaborate with CDCfunded Environmental Health Specialists Network Grant Program Manager on grantfunded food safety initiatives.

Provide a bridge for collaboration between the Office of Environmental Investigations foodborne illness complaint and outbreaks response and routine food service inspection programs.

Assist with emergency response and preparedness work.

PREFERRED SKILLS:
Masters degree in public health.
Strong background in principles of food safety and management of surveillance and informatics projects and staff.
Minimum of 3 years experience in data analytic project management: planning implementation and evaluation.
Experience managing approaches to answering research questions using TSQL programming (advanced).
Experience communicating data analytic findings using SQL Server Reporting Services (advanced).
Experience with MS Access and Excel.
Experience supporting grantfunded projects.
Experience presenting program initiatives and related research findings at conferences.
Excellent managerial interpersonal and communication (written and verbal) skills.
Attention to detail and strong organizational skills.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
