Job Description

Division/Program Summary:
The NYC Health Departments Bureau of Hepatitis HIV and Sexually Transmitted Infections (BHHS) falls within the Division of Disease Control oversees the Citys response to viral hepatitis HIV and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission illness stigma and inequities related to viral hepatitis HIV and STIs. BHHS does this through testing initiatives; prevention care and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHSs over 500 staff members work across eight programs: Administration HIV Care and Treatment HIV Epidemiology HIV Prevention Policy and External Affairs Racial Equity and Social Justice Initiatives STI and Viral Hepatitis.

New York City (NYC) has the largest and most diverse HIV epidemic in the United States. To effectively reduce HIV transmission and HIVrelated morbidity and mortality accurate surveillance data is required to guide public health decisionmaking. The HIV Surveillance Unit in the HIV Epidemiology Program (HEP) is responsible for the surveillance of HIV and AIDS in New York City and for generating the accurate case counts and complete descriptive data on diagnoses clinical status laboratory test results and mortality that are needed to monitor epidemic trajectory and guide public health decisionmaking. Surveillance objectives include: 1) To describe HIV transmission occurring in NYC; 2) To count and describe new HIV diagnoses and new AIDS diagnoses including timing of initial diagnosis relative to infection and progression to AIDS; 3) To count and describe people living with HIV/AIDS in NYC including how and where they became infected health status care status and vital status.

Position Summary:
The Supervising Public Health Adviser will be engaged with data collection of pediatric and perinatally infected HIV cases and infants born to HIVinfected women and data quality and deduplication of surveillance data to help produce accurate counts and improve our understanding of the HIV epidemic in NYC. The Supervising Public Health Adviser will also play a critical role in helping the Program and Bureau to accurately monitor the impact of the COVID19 outbreak on HIV epidemiology in NYC and reviewing HIV surveillance data for all NYers with HIV and those potentially coinfected with COVID19.

Job Duties and Responsibilities:
Supervise one PHA and conduct data quality checks and staff evaluation.
Required to travel to facilities throughout the fiveboroughs of NYC to conduct field investigations and followup of potential perinatal HIV/AIDS exposures and potential cases of perinatal and/or pediatric HIV/AIDS as assigned in a professional and collaborative manner.
Collect surveillance data through medical chart reviews and ensure data collected is complete and accurate for ones own cases as well as for your supervisees.
Help resolve discrepant case information.
Establish and maintain effective relationships with assigned providers and facilities and must maintain communication with key contacts and update the program of changes to the facility.
Assist in the enrollment of new medical providers for surveillance activities.
Make visits to new providers and educate them with regard to Surveillance protocol and procedures.
Train new providers on the completion of the Provider Report Form. Provide programs with information necessary to establish medical providers in the surveillance system.
Conduct routine match reviews as assigned and in a timely fashion; matches must be completed with attention to detail.
Collect Provider Report Forms (PRFs) from medical providers and process the forms according to protocol.
Check PRFs for completion and train providers in correct procedures regarding reporting.
Maintain understanding of all data collection processes and instruments.
Attend surveillance staff meetings with public health investigators and supervisors and contribute to surveillance unit meetings in particular by communicating surveillance data collection issues and challenges to the wider group of the unit.
Perform administrative duties to support the operation of the Surveillance Unit as assigned by supervisor or leadership. Administrative duties may include staffing phone desk.
Participate in special investigations acutely related to collecting data on the impact of the COVID19 outbreak on HIV epidemiology and mortality.
Attend all mandatory meetings.

Qualifications :

1. A baccalaureate degree from an accredited college or university and two years of fulltime satisfactory experience in a public health program performing duties involving case finding case management interviewing investigating and other related public health work one year of which must have been in a supervisory capacity; or

2. An associate degree from an accredited college or university including or supplemented by twelve semester credits in health education or in health social or biological sciences; and four years of experience as described in 1 above one year of which must have been in a supervisory capacity; or

3. A fouryear high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and six years of experience as described in 1 above one year of which must have been in a supervisory capacity; or

4. A satisfactory combination of education and/or experience equivalent to 1 2 or 3 above. Undergraduate college credit may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of fulltime experience. Twelve credits in the health social or biological sciences may be substituted for an additional six
months of experience. However all candidates must have a fouryear high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and a minimum of two years of experience one year of which must have been in a supervisory capacity as described in 1 above.
