The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of highquality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the city.
New York City has approximately 140000 catch basins 114000 hydrants 90000 valves 14 gatehouses 3 reservoirs 68 groundwater wells a 100milliongallon underground storage tank and 7000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protections Bureau of Water and Sewer Operations (BWSO).
The primary responsibilities of the Bureau of Water and Sewer Operations are the operation maintenance and protection of the Citys drinking water and wastewater collection (sewer) systems; the protection of adjacent waterways; and the development and protection of the Departments Capital Water and Sewer Design Program. The Bureau also approves and inspects water and sewer connections performed by licensed plumbers and/or authorized contractors. In addition the Bureau has overall responsibility for the approval and inspection of all public and private construction projects which could impact on the Citys water or sewer systems.
The Environmental Health and Safety (EHS) Division exists to foster the unhindered development maintenance and improvement of effective and comprehensive environmental health and safety initiatives within the Bureau and Agency as a whole. The Division strives to ensure long term environmental health compliance and to fully integrate the understanding of effective EHS policies and practices at all levels of the Bureaus organization.
The Fleet Safety unit develops and implements programs that control the risks associated with the operation of commercial and noncommercial motor vehicles. The unit establishes training criteria for authorized drivers and corrective actions necessary based on motor vehicle operator behavior. The unit conducts periodic reviews of employee driving records to ensure that drivers receive the proper training drive safely and are eligible to drive City government vehicles. The fleet safety unit strives to develop programs and strategies that save lives reduces the risk of lifealtering injuries protects our human and financial resources and guards against potential agency and personal liability.
The Bureau of Water and Sewer Operations is seeking to hire an Administrative Staff Analyst within the Division of Environmental Health & Safety. The selected candidate for Supervisor in the Fleet Safety Unit will be responsible for the following duties:
Manage Fleet Safety staff and coordinates the research development and implementation of fleet safety and driver training programs.
Manage staff performing training coordination procurement budget and other general functions.
Serve as Fleet Safety Coordinator.
Perform research and analysis on fleet safety and training programs.
Recognize and educate personnel on existing and potential hazards to workers and/or the environment.
Develop and conduct training on Agency Federal State and local government transportation regulations.
Perform driver and general safety assessments covering the implementation of programs in facilities and field sites.
Identify training needs based on assessments and inspections.
Oversee the development of new tools/mechanisms for improving program compliance and achieving continuous quality improvement.
Manage and update existing management systems to support research data analysis and regulatory compliance.
Implement corrective actions associated with assessments inspections incidents and deficiencies.
Perform field work at the various locations across the City of New York
Interact with field and intraagency personnel and regulatory agencies.
Maintain various records and conduct research.
Prepare and submit accurate reports and figures.
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
