The New York City Housing NYCHA) is the nations oldest and largest public housing authority with more than 176000 apartments and responsibility for administering a citywide Section 8 leased housing program that serves over 200000 additional tenants. NYCHAs Asset & Capital Management (A&CM) Division is responsible for aligning the Authoritys modernization development and strategic asset management work. Implementing one of the largest capital programs in New York State at $5 billion the A&CM Division brings comprehensive repairs to NYCHA buildings and apartments through innovative strong partnership with residents and other stakeholders strategic datadriven portfolio planning and costeffective project delivery and management. The Division also positions NYCHAs housing portfolio for the future by incorporating innovative building materials construction methods and technology improving residents quality of life while enhancing building performance and management systems.
Asset & Capital Management comprises six verticals that provide key business services for capital management. Core functions of the Department:
Capital planning financial administration vendor management contract management and cost estimating for capital projects.
Project design and consultant oversight for capital projects.
Project management inspection audit safety and field monitoring.
Optimization of traditional and alternative project delivery methods.
Support on policy development and sustainable initiatives.
The A&CM Division is seeking to hire a Senior Advisor to the Deputy Chief Asset & Capital Management Officer. The Senior Advisor will help support the daytoday management of the A&CM Division collaborate with other parts of NYCHA as well as external not for profit partners agencies and stakeholders and support the Deputy CACMO to lead and oversee major initiatives to strengthen the effectiveness of the division in meeting its strategic goals and objectives. The successful candidate will work with A&CM divisions senior leadership and with NYCHAs executive team to address highpriority requests and urgent coordination needs related to the divisions work and NYCHA broader mission of providing quality housing for New Yorkers.
The Senior Advisor will provide strategic support to the Deputy Chief Asset & Capital Management Officer (DCACMO) to execute and implement priorities across the division including strengthening operational effectiveness and valueadded services and supporting close collaboration with the Chief Asset & Capital Management Officer (CACMO) and other A&CM senior staff as well as senior staff in other divisions (e.g. Operations Finance Procurement IT HR etc.).
This role demands exceptional organizational skills strategic thinking ability to quickly develop significant subject matter expertise and effective coordination with various stakeholders including internal departments and external partners. Candidates should have a strong process and analytical toolkit and excellent data fluency along with the ability to drive crossfunctional and crossdivisional coordination.
Some key daytoday responsibilities include:
Assist the Deputy CACMO in executing a cohesive strategy to enhance the operational effectiveness of teams within the Asset & Capital Management Division. This includes contributing to the design and execution of initiatives aimed at improving data utilization technological integration and enhanced service delivery to residents elected officials and other divisions within NYCHA.
Contribute to the development and execution of strategic plans initiatives and performance improvement efforts within the division fostering teamwork and accountability among team and department leads and stakeholders.
Serve as a liaison between the Deputy CACMO and business units across A&CM ensuring clear communication of strategic objectives priorities and directives. Facilitate crossfunctional and crossdivisional coordination as necessary to advance key initiatives and address operational challenges.
Provide project management support for key initiatives led by the Deputy CACMO including organizing meetings with key stakeholders preparing agendas and tracking action items for projects ranging from capital planning to project management. Assist in monitoring project timelines budgets and resource allocation to ensure successful implementation.
Assist in gathering analyzing and synthesizing data relevant to the division strategic objectives and enhancements to program and asset tracking related to funding adoption of technologies regulatory requirements training resourcing and operationalizing rollout. Prepare reports presentations and other materials to communicate findings and recommendations to internal and external stakeholders.
Key Competencies
Strategic Thinking: Should be comfortable interacting with multiple teams to draw insights that lead to actionable outcomes taking into account complex funding regulatory and stakeholder regimes. Particular emphasis on asset management strategies so full lifecycle costs are built into business processes. NYCHA implements capital improvements and maintains them over the course of their useful life. Preference for candidates with prior experience and background knowledge of funding strategies from the inception through delivery of capital projects along with experience in developing management frameworks and policies. Demonstrated capabilities in organizational strategy and transformation including program/project management and business operations will be seen as an advantage for this role.
Subject Matter Expertise: Prior working knowledge and expertise in one or more of Asset & Capital Management core competencies (e.g. capital planning and affordable housing funding project procurement project management data and analytics urban planning). Emphasis on ability to work across functions to integrate the divisions various service offerings to A&CM customers. Strong background in operations or management consulting will be seen as an added benefit particularly related to strengthening datadriven evidencebased portfolio and asset management practices.
Analytical and Communication Skills: The Senior Advisor must comfortable and clear in communication with senior leadership within the A&CM division and broader NYCHA. Possesses robust analytical skills to convey complex concepts clearly to diverse audiences. Should be collaborative and well versed in use of analysis to foster teamwork accountability and continuous improvement within the division. Proficient in analyzing complex problems synthesizing information and developing actionable insights and recommendations through clear and concise written and verbal communication. Adept at preparing reports presentations and correspondence to effectively communicate findings and facilitate multistakeholder meetings. Skilled in building consensus on strategic objectives through collaborative dialogue and effective communication strategies.

Qualifications :
1. A baccalaureate degree from an accredited college in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration and five years of fulltime satisfactory experience in the planning administering or expediting of engineering design and/or construction or coordinating a very large engineering project two years of which must have been in an administrative managerial executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in 1 above; two years of which must have been in an administrative managerial executive or supervisory capacity; or
3. Education and/or experience equivalent to 1 or 2 above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelors degree from an accredited college or university in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration; (b) An accredited Masters degree in one of the disciplines described in 1 above; (c) a Juris Doctor degree or (d) a valid New York State license as a Professional Engineer Registered Architect or Landscape Architect. However all candidates must have the two years of the administrative managerial executive or supervisory experience as described in 1 above.
