Job Description

The Center for Health Equity and Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis CHECW works to increase visibility of the harm perpetuated by centuries of racist socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership wit community faithbased and health care organizations. CHECWs work focuses on social determinants of health including environmental and commercial determinants and addresses both upstream and downstream factors to improve health and wellbeing of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health the Bureau of Brooklyn Neighborhood Health the Bureau of Harlem Neighborhood Health the Bureau of Chronic Disease Prevention the Bureau of Health Equity Capacity Building the Bureau of Equitable Health Systems and the Bureau of Finance Administration and Services. The divisions Deputy Commissioner also serves as the Agencys Chief Equity Officer and oversees Race to Justice the Agencys internal reform efforts to help our staff learn what they can do to better address racial health gaps and improve health outcomes for all New Yorkers. CHECW sits under the Agencys Chief Medical Officer The Office of the Chief Medical Offer seeks to hire a Policy Manager to help support the work of CMO and the Chief Equity Officer who oversees CHECW.

Reporting to the Director of Policy and partnering closely with OEA and division colleagues the Policy Manager will:

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Research develop and maintain an understanding of Division policy priorities and of the evolving policy landscape through research and periodic review of relevant sources including health policy news sources journals and periodicals.
Research relevant policy background leveraging peerreviewed and other evidencebased publications
Develop maintain and refine division policy trackers to ensure policy goals mandated reporting and legislative items of interest are followed.
Apply evidencebased research findings to policy products including briefs testimonies articles and memos.
Partner with Director of Policy to liaise with OEA in response to City State and Federal legislative requests; City Council hearing requests; and the annual legislative agenda process.
Manage processes for legislative bill comment opportunities including liaising with bureau subject matter experts.
Lead maintenance and tracking of legislative mandated report requirements through coordination with content experts across Bureaus.
Research develop and evaluate a new process for leveraging Racial Equity Impact Assessment (REIA) tools for policy and legislative action.
Assist Policy Director in researching developing and maintaining innovative staff resources tools and best practice guides.
Partner with colleagues to build capacity for applying a racial equity lens to policy development analysis review and evaluation.
Work collaboratively with CMO and CHECW staff to ensure timely review and responses to fast paced and nuanced policy developments.
Liaise with OEA staff to respond to relevant requests.



PREFERRED SKILLS:
Experience working in public health and/r health care.
A demonstrable commitment to pursuing equity.
An informed perspective on applying racial equity lens in decision making and planning.
Innovative thinker excellent and persuasive communicator with a trac recording for translating and executing strategic thinking into action plan.
Selfstarter who can work independently and in a fastpaced environment with tight deadlines.
Superior written and verbal communication skills demonstrated editing/proofreading experience and mastery of grammar punctuation style and format.
Outstanding project management skills.
Ability to handle multiple deadline assignments in a quickly changing environment.
An understanding of public health and health equity.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
