The Department of Citywide Administrative Services (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the City government portfolio. DEM develops the Citys annual utility energy budget; manages the Citys utility accounts; helps our agency partners identify and pursue energysaving opportunities at their facilities; leads energy efficiency and distributed generation projects across the Citys portfolio; and helps implement operations and maintenance best practices.
Broadly DEM is tasked with leading the Citys efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40x25) 50 percent by 2030 (50x30) and 80 percent by 2050 (80x50). Beyond 40x25 50x30 and 80x50 the City has also made other energyrelated commitments such as pledging to install 100 MW of solar photovoltaic on City buildings by 2025. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities including providing them with project funding project delivery vehicles technical expertise staff resources strategic planning support and data analytics.
The Project Manager will be responsible for program data collection and tracking required to ensure accurate ondemand project reporting including measurement and verification of project(s) cost scope and schedule energy and greenhouse gas emissions savings project completion and progress towards achieving the Citys goals. The Project Manager will also support financial project management tasks including reviewing and processing invoices tracking project expenditures against budget preparing budget documents and reporting program results. The individual must be versatile in directing diverse operations and demonstrating strong project management skills.
Under the leadership of the Senior Project Manager with wide latitude for the exercise of independent judgment and initiative the Project Manager will be charged with the following:
Deliver lighting projects: Working closely with consultants and contractors manage design and construction for lighting projects and ensure that projects are completed in a timely costeffective manner. Review contractor proposals for accuracy. Manage contracts and budget throughout project implementation. Resolve technical project issues.
Perform technical calculations to verify estimated project energy emissions and cost savings: Performs engineering calculations and energy modeling to verify the reasonableness and accuracy of estimated energy usage reductions avoided greenhouse gas emissions and energy cost savings for proposed projects.
Perform project tracking and reporting: Maintain projectrelated documentation including work orders scopes of work cost proposals invoices project status sheets and progress reports. Perform data collection and tracking necessary to ensure accurate ondemand project reporting in a range of areas including compliance with project schedules budgets and scopes and verified energy savings and emissions reductions. Gather and review quarterly project updates.
Manage invoicing and project closeout: Gather invoices and provide updates to tracking systems that document project costs. Oversee the project closeout process including securing necessary documentation.
Conduct site visits throughout the project lifecycle: Performs site visits to assess the potential energy usage reductions associated with proposed lighting projects in City buildings; refine proposed project scopes of work; ensure projects compliance with scopes; and assist with measurement and verification.
Support project measurement and verification (M&V) activities: Help develop M&V plans consistent with the International Performance Measurement and Verification Protocol. Perform M&V activities to assess realized savings from completed energy projects or review M&V results.
