Job Description

THE AGENCY

THE DIVISION
The Department of City Plannings Procurement team housed within DCPs Fiscal Division oversees the procurement of goods and service for the various programs within the agency to assist them in achieving their respective missions while ensuring that procurement processes comply with all Procurement Policy Board (PPB) rules and applicable laws and mandates. The procurement team also manages the agencys existing portfolio of contracts; this includes ensuring the compliance of DCPs Minority and WomenOwned Enterprise (M/WBE) program in accordance with Office of the NYC Comptroller directives the Procurement Policy Board the Mayors directives Department of Citywide Administrative Services guidelines and the City Charter.

THE JOB
The Procurement team is seeking to hire an exceptional procurement professional who is highly motivated and detailoriented to serve as Deputy Agency Chief Contracting Officer (Deputy ACCO). Reporting to the Agency Chief Contracting Officer the DACCO will be responsible for processing capital and expense goods and services requests associated with various procurement methods for divisional needs while adhering to the Citys PPB Rules and Directives.

Under the supervision of the Agency Chief Contracting Officer with great latitude for independent initiative and judgment the selected candidate will be expected to assist the Procurement Division in varied procurement functions and financerelated special projects including but not limited to:

Assist the ACCO in the management and supervision of staff responsible for the procurement of goods and services; advise supervise and train procurement staff on appropriate procurement methodology and applicability of local procurement laws.
Provide training and technical assistance to staff Agency Units and vendors to ensure City and agency guidelines and standards are being followed.
Assist with reviewing various purchasing requests descriptions and specifications to determine their accuracy and adequacy.
Process commodity orders utilizing the New York State Requirement Contracts New York City Requirement Contracts PunchOut (DO1) orders and/or Micropurchase orders as necessary utilizing FMS PASSPort and OPC portals.
Perform portfolio contract management for IT goods and services including process reengineering of active expiration dates work with end users for adequate procurement planning.
Assist with development of tracking tools to facilitate procurement requests and developing and maintaining the Minority/Women Business Enterprise (MWBE) Master list based on agency need and subject area. Assist with MWBE reporting analytical support and special projects.
Assist with monitoring agency contracts for compliance with New York City Local Law 1 (LL1) and Local Law 129 (LL129)
Work with Program Manages to establish the utilization goals in contracts to meet the requirements of the M/WBE Program and Mayoral Directives.
Assist with procurement research using Procurement Policy Board (PPB) rules and applicable laws and mandates.


Qualifications :

1. A baccalaureate degree from an accredited college and four years of fulltime satisfactory professional technical or administrative experience in one or more of the following fields: program evaluation contract negotiations/management business or public administration contract community relations or related fields; at least eighteen months must have been in an administrative managerial or executive capacity or supervising professional personnel performing work in program evaluation contract negotiation/management business or public administration; or

2. A four year high school diploma or its equivalent and six years of fulltime professional technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative managerial or executive capacity or supervising professional personnel as described in 1 above; or

3. A satisfactory equivalent of education and experience as cited above. However all candidates must have the eighteen months of administrative managerial or executive experience or experience supervising professional personnel as described in 1 above.
