Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of highquality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Organizational Development & Human Resources (OD&HR) is the Agencys internal consultant/partner on organizational culture change and human resources matters for a workforce of approximately 6000 employees.

The Director of Human Resources through strategic partnerships and collaboration is responsible for overseeing and directing various human resources activities including personnel actions applying civil service rules and regulations related to civil service and personnel administration and general human resources management. Specific responsibilities include areas such as civil service administration classification recruiting career counseling and guidance writing standard operating procedures writing guidance documents structured interviewing and selection employee transactions training and development equal employment opportunity labor relations and discipline. Specific tasks include but are not limited to:

Performs human resources management and personnel activities involving responsibility for the interpretation and application of civil service rules laws and policies and oversight of the agencys pre audit hiring and post audit promotions/salary adjustment plans.
Completes classification studies job analysis and other activities to identify duties and responsibilities assigned to employees; develops and updates job descriptions job specifications organization charts and other materials to describe positions and duties performed by agency employees. Uploads and maintains agency organization charts.
Reviews new hire and salary adjustment/promotions by evaluating and analyzing justification memos; prepares recommendations and requests for employee terminations; approves salary adjustments.
Authorized for specific actions such as new appointments promotions civil service pickup and transfers and reinstatements in NYCAPS.
Works closely with DCAS personnel on job analysis for civil service examinations provides demographic information and agency personnel; analyzes data and prepares charts graphs and other statistical/metrics on various human resources topics.
Oversees agency recruiting activities and operations staff; works closely with the workforce and professional development team on creating training and employee development programs; serves on the diversity working committee responsible for developing the agencys underrepresented/minority recruitment and outreach programs.
Works closely with the Labor Relations team on agency grievances and completes research and investigations as needed.
Works closely with the Equal Employment Opportunity (EEO) team on agency various EEO matters including the 55a program and reasonable accommodation requests.
Prepares processes reviews analyzes and approves employee personnel transactions and job vacancy notices using NYCAPS; ensures compliance with applicable laws and rules concerning appointments
Promotions demotions transfers separations and other actions. Creates Standard Operating Procedures regarding Human Resources processes for internal human resources staff.


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
