Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to selfsufficiency as quickly as possible.

The Emergency Food and Nutrition Assistance Program (EFNAP) seeks to address food insecurity and improve the nutritional status of New Yorkers in need. EFNAP encompasses two programs Community Food Connection (CFC) and Food Insecurity Assistance Team (FIAT). Community Food Connection (CFC) formerly known as the Emergency Food Assistance Program (EFAP) provides funding to more than 700 community kitchens and food pantries citywide. These programs provide meals to the homeless those receiving public benefits those who are unemployed seniors people living with HIV/AIDS or other health issues the working poor and others who cannot meet their food needs. CFC has an annual funding of $49m and purchases and distributes over thirtyone million pounds per year. Food Insecurity Assistance Team (FIAT) coordinates and monitors SNAP outreach services at CFC funded emergency food programs throughout the 5 boroughs of NYC. In addition FIAT educates the emergency food network about other public food support benefits.

Community Food Connection (CFC) is recruiting for one (1) Administrative Director of Social Services NMI to function as the Assistant Director Emergency Food and Nutrition Assistance Program (EFNAP) who will:

Monitor the performance of member programs in order to provide technical assistance and/or determine status i.e. active on hold closed.
Be responsible for direct oversight of EFNAP staff (community coordinators and associates) and management of network feedback necessary to make program and policy recommendations to program director.
Be responsible for interfacing with the Food Bank for NYC warehouse: tracking inventory monitoring deliveries and distribution of food commodities.
Oversee the process of awarding food allocations to eligible emergency food programs. Review semiannual allocation calculations assuring appropriate funding distribution throughout various neighborhoods.
Review new applications for membership eligibility and make recommendations for acceptance/denial for program participation.
Maintain a catalogue of all community organizations responsible for the neighborhood distribution of food commodities and the amount of food distributed by each organization.
Analyze food distribution in order to determine trends and prepare statistical reports.
Assist the program director with representing the agency and/or responsibility area at various external meetings related to emergency food and hunger issues.
Review vendor contracts and purchase orders for accuracy resolving discrepancies and making correction when necessary.
Review and reconcile receiving reports and invoices for the approval of vendor payments.

Hours/Schedule: 95 MondayFriday
Work Location: 4 WORLD TRADE CENTER


Qualifications :

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience including one year at the administrative or managerial level in a large governmental agency business firm civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to 1 above. However all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
