The New York City Human Resources Administration (HRA) provides temporary assistance to individuals and families with social service and economic needs to assist them in achieving selfsufficiency. They provide various programs and services such as temporary Cash Assistance (CA) Supplemental Nutrition Assistance Program (SNAP) child care eviction prevention services adult protective services job training employment support domestic violence assistance child support enforcement and more. Career Services reports to the HRA Employment and Supportive Services Administration.
Career Services is recruiting to hire one (1) Administrative Staff Analyst NM I who will function as Director Contract Monitoring and Compliance who will:
Under the general direction of the Senior Director Contract Monitoring and Compliance unit and with wide latitude for independent judgment action and initiative the Director is responsible for providing leadership and direction for the administration monitoring and auditing of activities in the Contract Monitoring unit. The Director is responsible for guiding and supervising the daily activities and actions of analytical staff involved in conducting audits assessment reviews and monitoring services provided from contracted vendors and providers managed by the Office of Contracts Budget and Special Projects. The unit is required to conduct annual reviews and site visits of each vendor to ensure that the vendors providers are in compliance with the rules enforced by Mayors Office of Contracts Federal and State Regulations applicable Local Laws Procurement Policy Board (PPB) rules contractual obligations and departmental goals.
Assign contracted vendors and provider evaluations and assessment reviews; track compliance and risk indicators for each vendor; monitors office hybrid and fieldwork assignments conducted by unit staff at vendor and provider sites; develops and manages annual assessment reviews and focuses on audits to obtain evidence providing significant data to ensure operational performance and contractual compliance. Collaborate with the Director of the Budget Management unit in monitoring tracking and reporting of fiscal concerns pertaining to contracted vendors.
Conduct administrative audits on those vendors who have compliance vulnerability and risk which includes site visits program observations and interviews with site directors; performs a review of a statistically significant sample size of case files; reviews vendors/providers usage of the Daily Timesheet System (DTS) Web Integrated System for Employee (WISE) SEAMS PASSPort and HRA ONE Viewer.
Make the appropriate referrals to Senior Director regarding highrisk vendors and providers to mitigate agency liability. Liaises with ACCOs office and the Office of Legal Affairs (OLA) on actions required to address provider and vendor risk such as unauthorized expenses and other types of fiscal concerns suspicion of fraudulent activity continuous operational and performance deficiencies interruptions in service delivery and concerns regarding the vendors/providers integrity.
Collaborate with staff Fiscal Compliance and QA areas to develop audit tools and program monitoring instruments to ensure that contracted vendors follow stated contractual deliverables operational plans and agency directives. and assist in the implementation of Enhanced Review and Corrective Action Plans for the resolution of compliance issues in a timely fashion by remaining up to date on all compliance issues and activities; continuously monitoring compliance activities conducted by Career Services program staff and other HRA departments such as CAPO and BIVA. Develops and implements.
Meet with key staff to review and finalize performance assessments and review supervisors draft of vendor performance to ensure accuracy and that the rules and guidelines have been met before approval into PASSPort. Prepares monthly and biweekly reports for Senior Director and ADC.
Collaborate with the Senior Directors and QA Director in creating better practices and process development based on observations in the field and hybrid sessions. Perform ongoing evaluations of the functionality of CMCS by processing workflows forms and reports to identify glitches with the system and recommends corrective actions on modifying the system tools and processes to Senior Director.
Conduct periodic field visits with staff to ensure that developed protocols and techniques for provider and vendor site visits are being adhered to; ensures effective contract monitoring coverage by preparing staff assignments. Implement controls to ensure the timely performance of monitoring activities analysis and reporting of findings conducted by subordinate staff. Develops and implements operational workflows policies and procedures and data collection techniques to meet operational goals and reporting obligations.
Meet with subordinate supervisory staff on a routine basis to set priorities develop goals monitor project status and identify potential problems; evaluate staff on a periodic basis and recommends areas of improvement and training courses as needed.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
