Job Description

The New York City Campaign Finance Board manages New York Citys small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30year history and our updated flagship small donor democracy program is the centerpiece of this progress.

We eliminate barriers to participation by providing access to the resources New Yorkers need to vote or run for office and amplify the voices of small donors with New York Citys small donor democracy program.

The CFBs Office of Equal Employment Opportunity (EEO) aids the CFB in complying with federal state and local laws prohibiting employment discrimination. The Office develops and administers training conducts policy review investigates allegations of discrimination and reviews requests for reasonable accommodations. This office also works to ensure our agency strategy and programming is built on accessibility.
The CFBs Office of Diversity Equity and Inclusion (DEI) supports the CFBs efforts at creating a workplace culture that values diversity equity inclusion and weaves those principles into every aspect of our work. The Office manages the work of the DEI committee partners with divisions and units across the agency on various programs and initiatives organizes and executes agencywide DEI strategy and events provides guidance to Employee Resource Groups (ERGs) and personnel at all levels and much more.

The New York City Campaign Finance Board is seeking a Deputy Chief EEO and DEI Officer to collaborate with the Chief to provide leadership accountability and innovative ideas for strategies and initiatives that will address systemic challenges related to gaps in cultural competency and empathetic allyship DEI analytics implicit bias crosscultural communications and engagement. The Deputy Chief EEO/DEI Officer will supervise EEO/DEI staff and support the agencys accessibility staff and programming as needed. Responsibilities include but are not limited to:

Collaborates with the Chief EEO/DEI Officer to provide leadership accountability and innovative ideas for strategies and initiatives that will address systemic challenges related to gaps in cultural competency and empathetic allyship.
Exercises significant discretion and expertise to make programmatic and policy decisions under the NYC EEO policy.
Collaborates with senior leadership in the formulation review and implementation of policies and procedures.
Acts as the Chief EEO Officer in the absence of the Chief EEO/DEI Officer.
Build out and manage the CFBs DEI analytics and metrics dashboard.
Utilizes data insights to drive strategic decisionmaking and internal policy decisions in relation to the CFBs EEO/ DEI work.
Creates and administers training on implicit bias crosscultural communications and engagement.
Serves as a thought partner and leader in relation to the creation revamping standardization and implementation of CFB policies related to EEO/DEI.
Coaches personnel at all levels of staff on DEI best practices management and EEO law/policy.
Supervises and participates in conducting investigations of alleged violations of the New York City EEO Policy.
Trains new staff members on EEO investigative processes and techniques.
Manages the CFBs DEI/EEO Domestic Violence/Gender Based Violence and Alternative DRC programmatic work
Administers and assists in the creation of DEI programs and trainings tailored to the demonstrated needs of the organization.
Supervises EEO/DEI personnel
Supports the work of the EEO/DEI teams accessibility vertical when needed.

Knowledge
Knowledge and understanding of diversity equity and inclusion principles and best practices.
Knowledge and robust understanding of best practices related to DEI data metrics and analytics.
Knowledge and understanding of federal state and local laws related to discrimination harassment and equal employment opportunities (e.g. Title VII of the Civil Rights Act the Americans with Disabilities Act and the Age Discrimination in Employment Act).

Knowledge and understanding of government operations (New York City government experience a plus).
Knowledge and understanding of city personnel policies procedures and civil service.

Skills
Conducts fair and thorough investigations into complaints or allegations of discrimination and writes excellent well researched detailoriented grammatically correct EEO reports.
Develops and delivers training and employment programs on EEO laws DEI topics and unconscious bias.
Mediates disputes and resolves conflicts related to discrimination or harassment claims.
Strong analytical and communication skills.
Strong people skills and can understand and effectively navigate within an organizational structure.
Ability to analyze data and create complex formulas and data visualizations.
Advanced proficiency in Microsoft platforms.
Advanced proficiency in creating surveys/survey methodology and data analytics using programs such as SPSS R MS Power BI MS Forms.
Advanced proficiency in the buildout of DEI advertising/programmatic materials using programs such as Canva/Adobe Pro.

Abilities

Other/Preferred Qualifications
At least 3 years of Progressive DEI and/or EEO programmatic experience with a strong background in data analytics measurement and metrics.
Impeccable people skills including the ability to make people of various and intersecting identities feel comfortable discussing uncomfortable subject matter at times.
Exercises authority without asserting dominance: Brings a clear vision and recognizes the value of divergent perspectives. Approaches leadership with a mindset of power with rather than power over and regularly includes others in planning and decisionmaking.
Already has or can quickly create a system for keeping details from slipping through the cracks (for self and their team).
Notices errors that others might overlook and fixes them; has a track record of leaving things better than they found them.

Qualifications :

1.A bachelors degree from an accredited college including or supplemented by at least twelvesemester credits (or the equivalent of twelvesemester credits) in accounting auditing business or public administration computer science economics finance statistics graphic design personnel or human resources administration user experience design or a closely related area of study and one year of satisfactory fulltime experience in accounting auditing (including compliance or investigative auditing) business or public administration business analysis computer science database administration economics finance fiscal or economic management or research statistics graphic design personnel or human resources administration user experience design or a closely related field; or
2.A fouryear high school diploma or its educational equivalent and five years of experience as described in 1 above; or
3.Education and/or experience equivalent to 1 above.
