The DCAS Diversity & EEO Office is responsible for the effective implementation of initiatives related to maintaining a diverse workforce and an inclusive workplace and ensuring that the agencys services are provided in an inclusive manner that reflects the communities we serve. Through its initiatives the Diversity & EEO Office handles the intake and investigation of EEOrelated complaints processing of reasonable accommodation requests facilitation of EEO diversity and inclusion training and workforce analysis.

The EEO Investigator will work under the direction of the DCAS Diversity and EEO Officer to investigate complaints of discrimination process requests for reasonable accommodation provide training to agency employees on their rights and responsibilities under Federal State and City EEOrelated laws and policies and support agency diversity equity and inclusion initiatives.

The responsibilities of the EEO Investigator will include but not be limited to the following:

Provides guidance to employees on the Citys EEO Policy internal complaint procedures and reasonable accommodation request procedures.

Conducts interviews of all relevant parties to a discrimination complaint including the complainant the respondent witnesses and any relevant staff. Investigations may require travel to DCAS facilities in any of the five boroughs.

Analyzes complaints develops investigative plans conducts factfinding reviews documents conducts related research prepares related correspondence and submits confidential reports containing investigative findings.

Processes reasonable accommodation requests and maintains related records.

Inputs complaints reasonable accommodations and related inquiries into the Citys EEO Database.

Assists with the coordination and completion of reports mandated by federal state and local agencies such as the Equal Employment Practices Commission (EEPC).

Assists in the analysis of workforce data to identify trends and best practices for agency diversity equity and inclusion.

May assist in the implementation of agency diversity equity and inclusion initiatives as needed.


Qualifications :

1. A masters degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory fulltime professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area.

To be eligible for placement in Assignment Level II individuals must have after meeting the minimum requirements one additional year of professional experience as described in 2 above.
