In conjunction with and in support of the Deputy Commissioner for Intergovernmental and Legislative Affairs while working closely with senior leadership across the Department of Social Services (DSS) /Human Resources Administration (HRA) and Department of Homeless Services (DHS) the Executive Director conceptualizes and executes political and community relations strategies that help to advance DHS core mission.
The Assistant Deputy Commissioner (ADC) DSS Intergovernmental and Legislative Affairs supports creating cohesiveness between the DSS/HRA/DHS legislative and policy priorities the community relations strategies and messaging.
The Office of Intergovernmental and Legislative Affairs is seeking to hire one (1) Assistant Commissioner (SS) M4 to function as an Assistant Deputy Commissioner (ADC) DSS Intergovernmental and Legislative Affairs who will:
Strategize and develop plans to increase community support of DSS/DHS initiatives
(including working on high profile projects to assist New York Citys homeless).
Ensure the development of a robust community and governmental partnerships.
Manage and execute a best practice approach in planning delivering and evaluating
all strategic initiatives that are prioritized by the Deputy Commissioner.
Provide guidance for the planning and development of evaluation initiatives to be executed;
these initiatives include informational and outreach campaigns about new programs and policies
new DHS shelter sittings and policies and other poverty and homelessness reduction initiatives.
Review and evaluate all metrics and milestones in outreach evaluation reports to ensure uniformity
and application of outreach policies and procedures across the boroughs. Provides guidance in the
development of corrective action plans when challenges are identified.
Manage and continually assess the shelter notification strategy for each new site to be opened
under the Mayors plan; plan provides talking points for community notification meetings with a
focus on high profile projects.
Support the Deputy Commissioner for Intergovernmental and Legislative Affairs in the development
and maintenance of strong political relationships that benefit the agency including attending meetings
with elected officials and their staff; gives direction on the management of political relationships in
each borough and the agencies responsiveness to constituent complaints received from elected
officials.
Support the Legislative Managers in preparing external facing agency materials including testimony
onepagers and legislative factsheets and reports submitted on behalf of the agency.
Support the Legislative Managers in drafting and negotiating bills on behalf of the agency.

Qualifications :
1. A baccalaureate degree and four (4) years fulltime experience at the executive level in a large governmental agency business firm civic or community organization; or
2. Education and/or experience equivalent to 1 above. However all candidates must have at least one (1) year of specialized experience as described in 1 above.
