NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly efficiently and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Finance Information Technology (FIT) Division designs builds and supports all facets of DOFs computer systems including hardware software applications infrastructure telephone and data security. FIT delivers and administers taxrelated payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments land records property assessment parking adjudications customer service and the Sheriffs public safety work.
FIT is seeking a highly experienced IT professional to serve as Data Architect. This enterprise role will report directly to the Chief Technical Officer and be responsible for designing creating and managing the organizations data architecture. This role is critical in establishing a solid foundation for data management within an organization ensuring that data is organized accessible secure and aligned with business objectives. The data architect designs warehouses file systems and databases and defines how data will be collected and organized. The successful candidate also will recommend the most modern secure platforms and tools appropriate to DOFs information which includes sensitive Federal Tax Information (FTI) data.
Responsibilities include but are not limited to the following:
Interprets and delivers impactful strategic plans improving data integration data quality and data delivery in support of business initiatives and roadmaps.
Designs the structure and layout of data systems including databases warehouses and lakes.
Selects and implements database management systems that meet the organizations needs by defining data schemas optimizing data storage and establishing data access controls and security measures.
Defines and implements the longterm technology strategy and innovations roadmaps across analytics data engineering and data platforms.
Translates highlevel business requirements into data models and appropriate metadata test data and data quality standards.
Manages senior business stakeholders to secure strong engagement and ensures that the delivery of the project aligns with longerterm strategic roadmaps.
Works with IT teams business analysts and data analytics teams to understand data consumers needs and develop solutions.
Simplifies the existing data architecture delivering reusable services and costsaving opportunities in line with the policies and standards of the company.
Leads and participates in the peer review and quality assurance of project architectural artifacts across the EA group through governance forums.
Defines and manages standards guidelines and processes to ensure data quality.
Evaluates and recommends emerging technologies for data management storage and analytics.
Establishes and manages data governance frameworks to ensure data security quality and compliance.
Lead data migration efforts from legacy systems to modern cloud platforms and define a cloud strategy.
Build data architecture that supports advanced analytics and prepares data for future integration with GenAI models.

Qualifications :
Professional/Vendor Certification(s) in database administration that is required for the position to be filled. In addition you must have one of the following:
1. A baccalaureate degree from an accredited college or university and two years of satisfactory fulltime (not classroom based) experience in database administration. Experience must include database design configuration installation troubleshooting integration performance monitoring maintenance enhancement and security management;
2. A fouryear high school diploma or its educational equivalent and six years of satisfactory fulltime (not classroom based) information technology experience (IT) of which at least two years must have been database administration experience as described in 1 above; OR
3. A satisfactory equivalent of education and/or experience equivalent to 1 or 2 above. Undergraduate education may be substituted for experience on the basis that 30 undergraduate semester credits from
an accredited college or university is equivalent to 6 months of information technology experience but may not be substituted for the required database administration experience. A masters degree in computer science or a related field from an accredited college or university may substitute for one year of database administration experience. However all candidates must have at least one year of satisfactory fulltime (not classroom based) database administration experience as described in 1 above.
