The New York City Housing Authority (NYCHA) the largest public housing authority in North America was created in 1935 to provide decent affordable housing for low and moderateincome New Yorkers. NYCHA is home to 1 in 17 New Yorkers providing affordable housing to 528105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. This includes 177569 apartments across 335 conventional public housing and PACT developments.
The Division of Resident Services Partnerships and Initiatives (RSPI) engages NYCHA residents in critical programs services and initiatives in the areas of economic opportunity youth senior and social services; supports NYCHAs extensive network of Resident Associations; and connects residents to opportunities such as financial empowerment business development career advancement and educational programs.
The Resident Participation and Civic Engagement Services (RPCES) department includes 40 staff working to foster resident participation through outreach education and information sharing with a special focus on youth seniors/older adults and resident associations in addition to the broader NYCHA community. Through resident engagement forums and targeted communication the department ensures resident are duly integrated into necessary operational and policy making decisions for the Authority.
RSPI seeks a dynamic Deputy Director to join the RPCE senior team. Reporting to the Senior Director of Resident Participation and Civic Engagement the Deputy Director will support in the overall management of the Department and directly manage a portfolio of the units work.
Responsibilities of the Deputy Director of Resident Participation and Civic Engagement will be to oversee the departments Neighborhood Model which organizes NYCHAs housing portfolio around the Citys neighborhoods to allow staff to address the unique needs and challenges of their respective neighborhoods and housing developments. The vision is that staff will become stewards of their neighborhood housing portfolios immersing themselves in the daily rhythms of their residents to fully understand their wants needs and challenges. Additional responsibilities will include but are not limited to the following:
1. Take the lead and assist with the overall operation of the department in the absence of the Senior Director.
2. Support the Senior Director in the revision implementation and institutionalization of an updated neighborhood approach for NYCHA with an emphasis on improved civic engagement and overall service enhancements.
3. Directly supervise Borough Managers who are responsible for implementing comprehensive and effective engagement efforts that include informing consulting involving collaborating with and empowering a diverse array of NYCHA residents across the authority.
4. Develop key processes protocols and tools to support highquality execution and broad NYCHA adoption of a broad and inclusive stakeholder engagement procedure.
5. Manage the administration of Tenant Participation funds to ensure costeffective use. Evaluate spending and other financial elements collaborating with the Resident Association to enhance regulatory standards.
6. Oversee citywide elections; work with Senior Manager of Budget & Compliance to ensure election procedures and standards are being followed.
7. Support the progression and implement policy and practices consistent with HUD regulations guidelines and/or procedures.
8. Develop and assesses key performance indicators to measure the impact of NYCHAs resident engagement strategies in agency initiatives.
9. Collaborate with key NYCHA departments/areas such as Resident Partnerships Resident Initiatives Asset & Capital Management Healthy Homes Information Technology (IT) and Public Housing Operations to design and implement residentfacing projects.
10. Oversee the provision of technical assistance and skills training for residents including training aimed at fostering diversity and inclusion within the resident community.
11. Represent the Authority at highlevel conferences and meetings with residents interagency committees and with governmental civic and private institutions.
12. Perform other related duties.

Qualifications :
1. A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or
2. A masters degree or 30 graduate credits in group work community organization recreation physical education and six (6) years experience of the type described in (1) above; or
3. A satisfactory equivalent combination of education and experience.
