The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to selfsufficiency as quickly as possible.
Human Resources Administration/Office of the Administrator is recruiting for one (1) Executive Deputy Administrator (HRA) MVII to function as the Chief Financial and Performance Management Officer. Under the executive direction of the Commissioner with the greatest possible latitude for independent initiative and unreviewed action the Chief acts as the chief financial officer and chief advisor on financial and performance management activities for the Department of Social Services (DSS) the Human Resources Administration (HRA) and the Department of Homeless Services (DHS). The Chief oversees the activities of the Finance Office the Office of Research & Policy Innovation and the Office of Performance Management; develops financial plans formulates research goals and priorities and performance monitoring and reporting across DSSHRADHS. Additionally the Chief provides financial interpretation of policies and regulations for managerial staff establishes and maintains working relationships with other chief officers and other executives within DSSHRADHS provider agencies and other federal state and city agencies.
The Chief Financial and Performance Management Officer will:
Provide executive oversight and management of the agencies multibilliondollar budget. Formulate
financial management goals and priorities support the Commissioner and executive leadership
team by providing ongoing counsel and advice on all financial and budgetary matters and
advocate with the Office of Management and Budget (OMB) on behalf of DSSHRADHS.
Provide executive oversight and management of the agencies research and performance management
programs. Formulate research and performance management strategies goals and priorities and
support the commissioner and executive leadership team by providing ongoing counsel and advice on
program performance matters.
Manage and oversee planning management and coordination for all divisions within the Chiefs
portfolio; and ensure the efficient and effective management of daily operations.
Interpret financial and programmatic policies and regulations for staff responsible transforming these
polices and regulations into operational programs. Oversee changes in financial policy made in
response to changing regulations policies or legal action in close collaboration with the General
Counsel and Office of Legal Affairs.
Work closely with the Chief People Officer (CPO) to manage the agencies personnel and temporary
services budgets. Collaborate with the CPO on matters before the Office of Management and Budget
as they pertain to the personnel services budget and agencies headcount management process.
Maintain liaison with executive level staff from various public private and community agencies
involved with the DSSHRADSS including our vendors. Allocate resources to InterAgency projects
as necessary.
Collaborate with the Chief Accountability Officer and provide support and assistance with financial
and programmatic audits inquiries and corrective action plans when necessary.
Manage the development of program budgets and the allocation of resources.
Represent DSSHRADHS before the City Council and other legislative bodies as well as with federal
and state authorities involved in or providing oversight of Agency activities.
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
