Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly efficiently and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Finance Information Technology (FIT) Division designs builds and supports all facets of DOFs computer systems including hardware software applications infrastructure telephone and data security. FIT delivers and administers taxrelated payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments land records property assessment parking adjudications customer service and the Sheriffs public safety work.

The FIT Division is seeking to hire an experienced engaging and innovative FIT Operations Officer to serve as a seniorlevel executive reporting directly to the Chief Information Officer/Deputy Commissioner (CIO). The successful candidates oversight will include the following six critical areas: Network Operations Infrastructure & DevOps Database Administration IT Service Management Production Operation Support and Desktop Support.

The selected candidate must have a strong wellrounded technical background and extensive leadership experience working with staff at all levels of an organization. FIT already has innovative DevOps system monitoring and service management projects in flight so the ideal candidate will need to have the experience required to hit the ground running to implement next generation network infrastructure desktop and service management tools and enhancements to support a broad variety of workloads. In parallel the FIT Operations Officer would be expected to work closely with the CIO CISO and other key stakeholders to ensure the security of classified data and to maintain the resiliency of applications generating revenues of 43 billion dollars annually. To that end this position would partner closely with DOFs Office of Procurement and Contracts to ensure the continuity of all software hardware and applications required to power the agencys operations.

Responsibilities and duties will include but are not limited to the following:

Manage daytoday IT operations to improve infrastructure costs performance and end user satisfaction.
Lead the planning and management of computer operations and production support systems and database administration and network operations.
Direct teams of technical and management staff in the successful fulfillment of IT service delivery commitments.
Manage IT resource requirements to ensure appropriate balance between tactical and strategic demands.
Implement IT continuous improvement programs within agency guidelines.
Partner with FIT OPC liaison to ensure each assets full lifetime cycle value is achieved.
Provide indepth technical expertise for both tactical and operational initiatives.
Oversee enterprise technology standards and performance metrics to ensure IT delivers value to the agency.
Drive infrastructure planning engineering and deployment.
Contribute to the formulation of IT policies procedures and performance management processes and measures.
Recommend longterm bestinclass architecture or technology that will provide enhanced operations support.

Qualifications :

1. Six (6) years of progressively responsible fulltime paid experience supervising or administering computer operations involving a largescale mainframe network or multitier computer environment at least 18 months of which shall have been in an administrative managerial or executive capacity.

2. A baccalaureate degree from an accredited college or university may be substituted for a maximum of two (2) years of general experience described above. In the absence of a baccalaureate degree undergraduate credits may be substituted for a maximum of two (2) years of general experience described above on the basis of 30 semester credits for six (6) months of experience.

3. A masters degree in Computer Science Computer Engineering Electrical Engineering Business Administration Public Administration or Management of Administration may be substituted for a maximum of one (1) year of general experience described above. In the absence of a masters degree graduate credits in Computer Science Computer Engineering Electrical Engineering Business Administration Public Administration or Management of Administration may be substituted for a maximum of one (1) year of the general experience on the basis of 30 graduate semester credits for one (1) year of experience. However undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative managerial or executive capacity.
