Job Description

Agency Description:

The New York City Department of Housing Preservation & Development (HPD) promotes quality and affordability in the citys housing and diversity and strength in the citys neighborhoods because every New Yorker deserves a safe affordable place to live in a neighborhood they love.

HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.

Your Team:

The Division of Building and Land Development Services (BLDS) leads the agencys effort in providing architectural engineering environmental planning and construction support services to the various divisions within HPDs Office of Development. The Office of Development utilizes a publicprivate partnership model and provides loans grants and/or incentives to assist in the finance of housing development projects that will benefit low and moderateincome New Yorkers.

The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include the Bureau of New Construction Design Review Services the Bureau of Preservation Design Review Services the Bureau of Engineering the Bureau of Construction Services Environmental Planning Unit the Program Management Unit and the Executive Office.

Your Impact:

As Deputy Director of Policy you will work closely with the Director of Policy and support the Executive Office with the development and implementation of policy initiatives for BLDS to assure that the goals and objectives of the division and agency are met.

Your Role:

The Deputy Director of Policy will be a critical member of the Policy team within the Executive Office which is responsible for policy development data management and analytics and process implementation for BLDS. The Policy team works with various teams in BLDS as well as other teams in the agency to support the housing production goals for the Office of Development under the Mayors Housing Our Neighbors: A Blueprint for Housing and Homelessness.

Your Responsibilities:

Support the Director of Policy who works directly with the senior leadership team to develop written policies and procedures that focus on enhancing the productivity efficiency and coordination of BLDS services as well as develop trainings on implementing new policies and procedures.
Support the Director of Policy and work with other divisions within HPD to provide guidance on drafts of various local legislation that may impact the design and construction of affordable housing.
Support the Director of Policy who provides updates for the agency website and maintain elists of external development partners to provide policy materials and/or informational updates that affect design and/or construction requirements.
Develop and enhance efficiency effectiveness and outcomeoriented performance metrics that highlight program successes and identify policy/process bottlenecks and vulnerabilities.
Support the Director of Policy and work closely with the Director of Operations and Chief of Staff to continually evaluate the operations of the division and conduct analyses of productivity and performance to aide in making recommendations for operational and procedural changes.
Utilize HPD databases such as Oracle Business Intelligence (OBI) and dashboards to cross reference and analyze BLDS internal data.
Assist with data analysis and requests identifying potential policy and operational changes and handle special projects associated with his or her portfolio.


Preferred skills

1.Background in Housing Development Policy Development Data Analytics Design and Construction or a related field.
2.Understand business and data processes to identify gaps or underlying issues opportunities for efficiencies and overlap with other business areas and information throughout the agency.
3.Use data to make policy and operational recommendations.
4.Efficiently communicate verbally and through memos presentations and other materials.
5.Has experience with advanced Excel at a minimum and GIS and Access preferred; experience with SharePoint Python and Pandas SAS R writing SQL queries or business intelligence tools is a plus.
6.Possess strong management and leadership skills be selfmotivated work effectively with others and be able to work in a fastpaced environment.
7.Able to negotiate with diverse technical specialists and apply sound judgment in technical matters.
9.Excellent writing interpersonal organizational communication leadership and negotiation skills.
10.Demonstrated ability to meet deadlines coordinate multiple projects and deal with complex issues spanning multiple disciplines.
11.Candidate may be subject to a background investigation conducted by the New York City Department of Investigation.


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory fulltime professional experience in the areas described in 1 above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory fulltime professional experience as described in 1 above.

4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory fulltime professional experience as described in 1 above.

5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
