The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.
ACS Division of Family Permanency Services (FPS) is responsible for ensuring highquality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety permanency and wellbeing for children in foster care. The Division includes the Office of Provider Agency Collaboration and Engagement Office of Strategic Program Support (OSPS) Office of Older Youth Development Services and the Office of Youth Success Services.
Within FPS the Office of Older Youth Development Services (OYDS) actively partners with our contracted foster care agency providers youth and families to support timely and safe permanency planning promote shorter lengths of stay in residential placements and supportive permanency adult connections for APPLA youth. Additionally OYDS provides technical assistance focused on improving safety and wellbeing and best practice outcomes for youth 1221 years of age.
FPS OYDS is seeking an Assistant Commissioner (AC) who will be responsible for designing and implementing programmatic policy initiatives to improve permanency outcomes for ACSinvolved children and youth. The AC will work closely with crossdivisional partners and communitybased programs foundations and other key stakeholders as well as provide oversight for multiple OYDS units and functions for ACS and provider staff. The AC will oversee Foster Care Family Team Conferencing Preparing Youth for Adulthood Quality Care Systems Crossover Youth Justice Practice Case Practices in troubleshooting complex critical cases and policy design.
The duties and responsibilities of the Assistant Commissioner will include but will not be limited to:
Develop and implement policies practices and materials to ensure children and parents who make contact with the Child Welfare System are informed and connected to appropriate resources and support services that meet their individualized needs
Develop and implement materials trainings and technical assistance to ensure ACS and provider agency staff are knowledgeable on key practices and guided around Family Team Conferencing Reentry and Independent Reviews
Create innovative programming designed to bridge the gap of permanency achievement for children teens and families in the child welfare system
Inform agency staff on changes in conferencing APPLA reentry EFFC Transition meetings of updated guidance and practice needs
Design and provide training on best case practices and normative experiences for conference facilitators
Represent ACS at City and Statewide foster care related meetings and conferences
Participate as a member of interagency task forces and workgroups involving older youth issues and the child welfare system as needed
Evaluate staff and the success of the unit

Qualifications :
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience in a large governmental agency business firm civic or community organization operating in the area of social services including one year at the administrative or managerial level; or
2. Education and/or experience equivalent to 1 above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services but not for the one year of experience at the administrative or managerial level as described in 1 above as follows:
(A)A masters degree from an accredited college or university in accounting business child welfare counseling economics education finance human resources labor relations management management science nursing operations research organizational behavior personnel or public administration political science psychology sociology social work statistics and/or urban studies may substitute for two years of experience; and/or
(B)Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in 2(A) above for each year of experience up to a maximum of three years; or
(C)A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in 1 above.
