Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before during and after emergencies through preparedness education and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise including individuals assigned from other City agencies.

NYCEMs Finance Office is responsible for the oversight management accounting and reporting of all agency funds as well as the procurement planning development implementation and management of all agency contracts.

JOB DESCRIPTION

The Procurement Unit is responsible for providing management oversight review and support of all procurement functions at NYCEM. NYCEM procurements are governed by the City Charter and the City Procurement Policy Board (PPB) Rules.

The Executive Director Agency Chief Contracting Officer (ACCO) is responsible for providing technical and programmatic guidance to agency staff on the Citys procurement and contracting processes.

The Agency Chief Contracting Officer (ACCO) will:
Review and monitor agency procurement actions and contracting functions to ensure compliance with the Procurement Policy Board (PPB) rules and all other applicable city state and federal requirements.
Oversee and manage procurements varying in size and complexity that focus on emergency events and citywide initiatives; ensure that multiple Program Unit needs are met in a timely manner; ensure that vendors understand Agency requirements and process flows.
Provide guidance to staff on all procurement matters Local Laws City administrative requirements and Comptrollers Office policies and procedures regarding purchasing/contracting operation; disseminates alerts and updates as to developments in procurementrelated law; recommends and oversees training for procurement staff
Coordinate procurement processes with oversight agencies including the Mayors Office of Contract Services (MOCS) Law Department (Law) Office of Management and Budget (OMB) Department of citywide Administrative Services (DCAS) Comptrollers Office Financial Information Services Agency (FISA) and Department of Information Technology and Telecommunications (DOITT).
Approve PreSolicitation Report (PSRs) Recommendations for Award (RFAs) Responsibility Determinations (RDs) and other forms/information as required by the procurement process; oversee evaluation of submitted proposals; determine vendor responsiveness and responsibility; provide support in establishing and monitoring timelines for these tasks.
Implements best practices for increasing contracting opportunities for Women and Minorityowned Business Enterprises (M/WBEs) and provides guidance on the Comptroller Offices internal supplier diversity initiative; reviews data for and prepares M/WBE Annual Reports

**PLEASE NOTE THE FOLLOWING:

The selected candidate will be assigned to an oncall Emergency Operations Center (EOC) team and will be expected to work nonbusiness hours during some emergencies. These nonbusiness hours include nights weekends holidays and extended week hours outside of a 9AM5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the oncall EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time with six weeks off in between.

PREFERRED SKILLS

Ability to demonstrate knowledge of procurement lifecycle from requisition through contract closeout across all procurement methodologies.
Knowledge of federal and state grant procurement requirements.
Excellent written and verbal communications skills.
Effective problemsolving skills and the ability to prioritize manage time and engage in multiple tasks in a fastpaced environment.
Excellent analytical interpersonal and organizational skills; ability to communicate effectively
Must have an indepth knowledge of the Citys procurement policies and rules
Knowledge of City systems such as Financial Management System (FMS); Procurement and Sourcing Solution Portal (Passport); Office of Citywide Procurement (OCP) and the Payee Information Portal (PIP).

Qualifications :

1 . A fouryear high school diploma or its educational equivalent and eight years satisfactory fulltime professional experience in one or a combination of the following: emergency management fire or police services public safety public health public administration urban planning engineering or another specialized area to which the appointment is to be made. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of satisfactory fulltime professional experience in one or a combination of the areas listed in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above; or

3. A master s degree from an accredited college in emergency management public administration urban planning engineering economics political science the physical sciences or related field and three years of satisfactory fulltime professional experience in one or a combination of the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above; or

4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must have a fouryear high school diploma or its educational equivalent and the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
