Job Description

Note: Preference will be given to candidates that have taken and passed Construction Project Manager exam #0169 or who are already in a permanent Construction Project Manager civil service title.

HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
Your Team:


The Division of Building and Land Development Services (BLDS) leads the agencys effort in providing architectural engineering cost valuation environmental planning and construction support services to the various divisions within HPDs Office of Development. The Office of Development utilizes a publicprivate partnership model and provides loans grants and/or incentives to assist in the finance of housing development projects that will benefit low and moderateincome New Yorkers.

The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include: the Bureau of New Construction Design Review Services the Bureau of Preservation Design Review Services the Bureau of Engineering the Bureau of Construction Services Environmental Planning Unit the Policy Unit and the Program Management Unit.

Your Impact:

As a Deputy Director of Construction Services for New Construction Finance Programs you will work with various HPD Assisted new construction projects that are in the construction phase. You will supervise several construction professionals engaged in monitoring the completion of HPDassisted projects within New Construction Finance Programs. The Deputy Director will undertake technical responsibilities for planning organizing and directing staff in the monitoring of all active HPD new construction projects as well as undertaking some administrative duties

Your Role:

The ideal candidate should have a background in Construction Management or related field and possess a thorough understanding and strong knowledge base of New York City building and construction codes as well as Federal State and City housing codes and regulations along with experience in methods and standards for new construction and preservation of multifamily housing.

Your Responsibilities:

Under general direction performs highly responsible construction management work in overseeing the construction of several routine new construction projects or major new construction projects.
May assist the Director in directing and coordinating the new construction work in HPD Projects. Develops procedures instructs assigned staff on administrative procedures and directing staff in the monitoring of new construction projects;
Acts on appeals of contractors on interpretations of specifications and contract drawings and other contract disputes and/or claims;
Reviews and approves change orders in routine construction projects recommends change on new or major construction projects;
May supervise staff in the structural electrical and mechanical specialties;
May assist Director in implementing Standard Operating Procedures and safety requirements for monitoring jobsite activities and progress;
Oversee and provide guidance for staff engaged in monitoring the progress of projects within New Construction Finance Programs and assist in the interpretation of construction plans specifications shop drawings and submittals;
Ensure that construction work is performed in accordance with the Rules and Codes of the City of New York and consistent with the contractual requirements and is completed in a safe satisfactory and timely manner.
Report deviations in progress and/or construction schedules to the Director of Construction Services of New Construction Programs in a timely manner so that corrective measures may be implemented to meet intended completion dates.
Occasionally visit jobsites attend field meetings respond to emergencies and assist in troubleshooting at jobsites when necessary.


Qualifications :

1. A fouryear high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and five years of fulltime satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300000 for each of the five years of the required experience; or
2. One year of the experience as described in 1 above and a baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in engineering engineering technology architecture architectural technology landscape architecture construction construction technology or construction management; or
3. One year of the experience as described in 1 above and a valid license as a professional engineer registered architect or registered landscape architect issued by a board of examining engineers architects or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A fouryear high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and a combination of at least two years of experience as described in 1 above and the education as described in 2 above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in 2 above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory fulltime experience up to a maximum of three years of experience.

Note: Candidates must specify for each construction project they worked on: a description of the construction project the time period they worked on the construction project and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position you must have a motor vehicle driver license valid in the State of New York. If you have moving violations license suspension or an accident record you may be disqualified. This license must be maintained for the duration of your employment.

5. For Assignment to Level II In addition to meeting the Qualification Requirements above candidates must have one additional year of satisfactory fulltime experience working in Assignment Level I; or one additional year of satisfactory fulltime experience as described in 1 above.
6. For Assignment to Level III in addition to meeting the Qualification Requirements for Construction Project Manager candidates must have two additional years of satisfactory fulltime experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory fulltime experience as described in question 1 above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations license suspension or an accident record you may be disqualified.
