Job Description

APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE STAFF ANALYST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE

The Office of Audit Services is comprised of several units. EAFT is one of these units. The External Audit Facilitation Team (EAFT) has overall responsibility for managing the external audit process for audits of the Department of Social Services: Human Resources Administration Department of Homeless Services and the Department of Social Services programs and operations from the receipt of the engagement letter to the development of the Agencys audit response and the preparation and followup of the corrective action plan. EAFT ensures that the areas to be audited are prepared for the audit; and appropriately addresses all requests from the auditors.

EAFT is recruiting for (1) one Administrative Staff Analyst NM to function as an Assistant Director of External Audits Facilitation Team who will:

Oversee the timely and quality execution of coordinator tasks. Conduct team strategy meetings and assigns lead coordinator.

Monitor audit coordinators engaged in all phases of external audit process by screening the various tracking logs. Ensure assigned staff are utilizing audit monitoring and tracking tools; and audit submissions and requests are updated daily and accurately: all documentation meeting dates and requests are captured; entrance and exit conferences are scheduled timely and appropriate parties invited; preliminary audit reports are documented and forwarded to program areas for response; coordinators have programmed alerts to ensure timely receipt of program response to audit findings/recommendations; auditors are assisted with access to systems; and appropriate program personnel are identified to address specific questions and concerns.

Intervene via written and verbal correspondence with stakeholders for clarification of requests and/or responses. Analyze changes in Federal State and City regulations governing social services programs to determine the impact on the audit unit operations and need for procedural changes.

Monitor and review completed audit instruments to ensure they are prepared appropriately for data entry. Review audit coordinators draft agency audit response for completion and accuracy based on program area response. Advise audit coordinator of any needed corrections or returns for additional information/clarification. Intervene or escalate to director any problematic issues.

Facilitate the development of corrective actions to resolve weaknesses noted by external audit agencies such as United States Department of Agriculture (USDA) Office of Temporary and Disability Assistance (OTDA) and others by sharing information to improve audit results.

Perform comprehensive statistical and narrative analyses on completed audits to present to HRA and DHS with information necessary to develop and implement corrective action initiatives and minimize the potential for fiscal penalties.

Attend meetings on behalf of the Director with USDA OTDA and other oversight entities as a representative of the Bureau and reports meeting actions to the Director. Update and distribute EAFT monthly Audit Status Report to the Mayors office.

Hours/Schedule: Monday to Friday: 9 AM 5 PM

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
