Job Description

The New York City Department of Youth and Community Development (DYCD) invests in a network of communitybased organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of communitybased organizations throughout New York City. Our central task is administering available city state and federal funds to a wide range of innovative practical and quality programs that positively impact youth and communities.

The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of CommunityBased Organizations (CBOs) throughout New York City. Our central task is administering available city state and federal funds to a wide range of programs that positively impact youth and communities.

DYCDs Office of Contract Agency Audits (OCA) mission is to perform fiscal monitoring of DYCDs contracted CBOs to ensure they comply with DYCDs contract the City of New York Health and Human Services Cost Policies and Procedures Manual DYCDs Fiscal Manual and other applicable City State and Federal laws.

Reporting to an OCA Deputy Director the Staff Auditor will be responsible for the following:

Reviewing draft audit reports of CBOs prepared by DYCDs contracted independent audit firms (CPA firms) in preparation for audit exit conferences attended by CBO officials and CPA firm auditors.

Conducting audit exit conferences for CBOs associated with audits performed by DYCDs CPA firms.

Evaluating CBOs proposed corrective action plans prepared to address audit findings. Following up on corrective action plans accepted by DYCD to ensure implementation by CBOs.

Evaluating the results of corrective action plans implemented by CBOs to determine their effectiveness and making further recommendations or sitevisits as needed.

Recommending whether questioned costs resulting from CPA firm audits should be disallowed and recouped from CBOs by DYCD. Performing data entry of CPA firm audit reports into DYCD
and City databases.

Reviewing DYCDs contracted CPA Firm audit workpapers.

Reviewing CBOs Federal Uniform Guidance Reports (i.e. Single Audits) and following up on any findings therein.

Reviewing CBOs independently audited financial statements

Performing site visits to CBOs to ensure equipment purchased with DYCD funding is appropriately documented and recorded on equipment inventory lists.

Performing fiscal analysis of CBO Financial Statements as part of DYCDs prequalification justification process Completing fiscal performance evaluations of CBO contracts

Preparing written summaries that document the staff auditors analysis and monitoring of CBOs and any associated suggested next steps identified for DYCD followup.

Providing technical assistance and presenting training material to CBOs covering internal controls DYCDs Fiscal Manual and industry standards and best practices based on identified areas of need.


Qualifications :

1. A masters degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and one year of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee
benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory fulltime professional experience in the areas described in 1 above.
