Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $82192.00 $94521.00.

The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

ACS Nicholas Scoppetta Childrens Center (NSCC) is a 24hour shiftbased operation providing services for New York Citys highly vulnerable population of abused and/or neglected children who have been removed from their parents/caregivers. On average the Childrens Center serves approximately 2500 unique children entering or reentering the foster care system as they await transition to return home stay with kin or placement in longerterm foster care settings.

Within NSCC the Social Work QI Unit was built to meet the mandate of the Family First Prevention Services Act (FFPSA) which took effect on September 29 2021. The Qualified Individual & Child and Family Specialist (QI CFS) in accordance with the FFPSA conducts and completes the evidencebased CAS II instrument to assess service intensity needs for children and youth who may or require placement into Qualified Residential Treatment Program (QRTP) setting in the City of New York. QI CFS conduct initial QI assessments for children and youth placed in a QRTP and Long Stayer Reviews (LSR) for children and youth who may require consideration for extension in a QRTP.

The duties and responsibilities of the Qualified Individual CFS will include but will not be limited to:

Clinically assess Level of Care (LOC) utilizing an OCFSapproved ageappropriate evidencebased and validated functional assessment instrument (the CALOCUS CASII assessment).

Consult with the Family & Permanency Team as required by FFPSA regarding the appropriateness of the assessed LOC including interviews of the child(ren) their family members and treatment providers.

Attend court hearings and prepare courtready written summaries detailing assessment findings.

Provide assessments determinations and documentation to the court and related parties as required by FFPSA.

Complete LongStayer Reviews (LSR) for all children and youth who remain in a QRTP which includes conducting assessments that may require thorough review of clinical material and specific clinical expertise to appropriately evaluate whether the LOC requirement in a QRTP is still clinically indicated.

Facilitate Permanency Team meetings with children parents service providers attorneys community members and other ACS staff as required.

Ensure safety risk and permanency concerns are identified and addressed during Permanency Team meetings.

Section 424A of the New York Social Services Law requires an authorized agency to inquire whether a
candidate for employment with childcaring responsibilities has been the subject of a child abuse and
maltreatment report.

Qualifications :

A Masters Degree in Social Work from an accredited school of social work and
1. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) and at least one year of fulltime satisfactory postgraduate experience that includes substantial experience in one or more of the following modalities of practice: facilitation of family team conferences or family group decisionmaking meetings utilizing a conferencing model which emphasizes family engagement and consensus based decisionmaking; clinical group work with children youth parents or individual families; or the conduct of professional training on topics related to child and family services; or

2. A valid New York State Registration as a Licensed Master of Social Work (LMSW) and at least three years of the experience required in 1 above. Up to two years of this experience may have been in the supervision of social work practice areas described in 1 above; or

3. At least three years of the experience required in 1 above. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work license (LMSW) must be obtained within one year of appointment.

Note: Employees who fail to obtain their LCSW or LMSW within one year after appointment may have their probationary periods extended for no more than six months. Failure to obtain the LCSW or LMSW by the end of the probationary period will result in dismissal.

Note: At least one year of the required experience described in 1 2 and 3 above must have been obtained in the last five years.
