The New York City Housing Authority (NYCHA) mission is to provide quality housing for New Yorkers that is sustainable inclusive and safe while fostering opportunities for economic mobility. NYCHAs Asset & Capital Management (A&CM) Division integrates and aligns the Authoritys existing development modernization and asset management work being carried out by the Capital Programs Recovery & Resilience and Comprehensive Modernization departments. This includes a $4.5 billion capital program one of the largest in NY State. The A&CM Division delivers comprehensive repairs to NYCHA buildings and apartments through innovative financing models strong partnership with residents and other stakeholders strategic datadriven portfolio planning and costeffective project delivery and management. The Division also positions NYCHAs housing portfolio for the future by incorporating innovative building materials construction methods and technology improving residents quality of life while enhancing building performance and management systems.
A&CMs Quality Assurance Vertical supports business functions across A&CM to strengthen internal and contractor compliance with policies and procedures municipal State and federal regulations and contract specifications related to capital projects. The Vertical has teams specifically focused on safety environmental compliance quality value for money and compliance and audit coordination that use a combination of documentation review and approval field inspections and oversight of specialized consultants to assure compliance recommend improvements for specific projects test processes and systems and provide strategic guidance to improve performance.
The Engineering Audit Department of Quality Assurance performs independent reviews of payment requests for New York City funded construction and constructionrelated work through field and desk audits to ensure that NYCHA has received the appropriate value prior to issuing payment.
Reporting to the Director of Engineering Audit with very wide latitude for independent judgment and decisionmaking the responsibilities of the Engineering Audit Officer include but not be limited to the following:
1. Manage a team of Engineering Auditors and Deputy Engineering Audit Officers.
2. Oversee and certify Cityfunded payments based on the criteria in NYC Comptrollers Directive 7.
3. Develop and implement procedures for efficiently reviewing payment requests for construction equipment and constructionrelated service contracts.
4. Ensure payment requests meet established criteria prior to their certification and have been appropriately reviewed including reviews of design documents contract specifications and terms
receipts labor hours and costs and required documents.
5. Establish and implement procedures for the performance of site inspections including conducting site visits with staff for the purpose of determining technical/contractual compliance.
6. Prepare certification letters memos analyses and reports detailing findings and recommendations.
7. Track department productivity and preparing related reports.
8. Attend meetings with key stakeholders to discuss payment related issues and sharing technical knowledge for problem resolution.
Additional Information
1. Due to the existence of a civil service list candidates must have permanent civil service status in the title of Administrative Construction Project Manager to be considered.
2.Candidates with permanent civil service status in the title of Administrative EngineerM3 will also be considered.
3.Employees serving in the title of or who meet the qualification requirements for administrative ArchitectM3 or Administrative Inspector (Buildings) will also be considered.

Qualifications :
At least six years of fulltime satisfactory experience in construction management work on capital projects each one of which must have had a dollar value of at least $300000 at least eighteen months of which must have been in a managerial or consultative capacity in an organization responsible for the management of construction; and a combination of the following sufficient to equal a total of ten years of education and experience:
1.Fulltime satisfactory experience in construction inspection on capital projects each one of which must have had a dollar value of at least $300000. One year of acceptable experience will be credited for each year of construction inspection experience up to a maximum of four years.
2. Fulltime satisfactory experience in building construction as a journeyperson in one or more of the skilled building construction trades. One year of acceptable experience will be credited for each year of journeyperson experience up to a maximum of four years.
3.Education in an accredited college or university leading to a bachelors degree in architecture landscape architecture or air pollution control chemical civil including structural and bridge design electrical mechanical or sanitary engineering will be credited on the basis of 30 semester credits for one year of acceptable experience up to a maximum of four years.
4.A New York State license as a professional engineer or registered architect or a license as a professional engineer or registered architect from a state that has reciprocity with New York State may be substituted for the four years of education and experience described in 1 2 and 3 above. However all candidates must have at least six years of experience in construction management work described above including at least eighteen months in a managerial or consultative capacity in an organization responsible for the management of construction.
License Requirements
Possession of a Motor Vehicle Driver License valid in the State of New York. Employees must maintain the license during their employment.
