Job Description

Main Responsibilities

Research analysis and drafting

  • Lead the drafting of new analytical content for the OECD Digital Policy Committee (DPC) and manage the delivery process and project timeline.
  • Contribute to all aspects of DEP flagship publications and Going Digital country and regional reviews.
  • Participate as required in horizontal and multidisciplinary projects and activities of STI and the OECD.
  • Work proactively with colleagues to establish and maintain professional contacts within the OECD with Delegations and outside individuals and organisations in the field of digital transformation.
  • Contribute to the external visibility of the DEP Division for example by participating and presenting work at workshops conferences etc. and maintaining close contacts with the press and sector specific media.
  • Contribute to the development of new indicators on the wellbeing aspects of digital transformation for the OECD Going Digital Toolkit.

Meetings liaison and communication

  • Establish and maintain professional contacts within the OECD with Delegations and outside individuals and organisations in the field of digital economics and policy.
  • Ensure smooth information flows between delegates to the DPC and its working parties and the Secretariat; STI/DCES and other STI divisions and OECD directorates.
  • Contribute to the external visibility of the OECD in the area of digital policy for example by participating and presenting work at workshops conferences etc. and maintaining close contacts with the press and sector specific media.

Qualifications :

Ideal Candidate Profile

Academic background

  • An advanced university degree in public policy economics law computer science or a related subject.

Professional Background

  • A minimum of five years experience in international comparative policy and quantitative analysis on digital transformation issues preferably acquired in a national or international administration such as a Ministry or regulatory agency or an international organisation.
  • Knowledge of statistical survey design experimental methods for collecting data and treatment of unconventional data sources would be an advantage.

Tools

  • Familiarity with database software; a working knowledge of the main ICT databases in use at the OECD and/or in other international or national agencies.
  • Advanced knowledge of at least one software used to perform quantitative analysis (e.g. Stata R GAMS SAS) would be an advantage.

Languages

  • This position requires fluency in one of the two OECD official languages (English and French) and a knowledge of or a willingness to learn the other.

Core Competencies

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Contract Duration

       13month fixed term appointment with the possibility of renewal.
