In close collaboration with MIIC Operations staff complete the activities in the Public Health Informatic Institutes IIS Migration Toolkit (see also the Project Management Framework for an IIS Platform Migration) to prepare MIIC for migration to a new IIS including:

Client partnering with the Minnesota Department of Health (MDH) is seeking a team of two (2) staff augmentation resources to plan for and support migration efforts from the States current immunization information system (IIS) to a newly developed system. Services will include planning for communications staffing data migration training and a migration schedule as well as other related support duties. The development of the new IIS is not within the scope of this engagement.

The Minnesota Immunization Information Connection (MIIC) is the statewide IIS that stores electronic immunization records for Minnesota health care providers schools and the public. MIIC combines the immunizations that a person has received into a single record even if the immunizations were given by different health care providers. MIIC contains about nine million client records representing more than 129 million immunizations.

MIIC serves a broader purpose than solely acting as a repository of data; it supports a wide variety of valuable tools reports and activities. MIIC went live in September 2002 using the Wisconsin Immunization Registry (WIR) platform. While MIIC is broadly considered a highly functional system maintenance and enhancement of MIIC are becoming increasingly challenging as the base system ages. For this reason the State will be migrating to a new system that is in the process of being determined. The resources under this engagement will complete the activities to prepare for the system migration including those referenced in the Public Health Informatics Institutes (PHIIs) IIS Migration Toolkit (). The migration itself is anticipated to be performed by State resources with support being provided by the resources under this engagement.

The two resources can work in any fulltime or parttime configuration that equates to approximately a 1.5 fulltime equivalent (FTE) across the combined work of both resources. The resources must be located within the borders of the United States and be available for meetings during regular business hours of 8:00 a.m. 4:30 p.m. Central Time. The resources will work in close collaboration with MIIC Operations staff. Stakeholders include MIIC Operations staff MDH MNIT partner organizations (e.g. CDC) and MIIC users (e.g. health care providers pharmacies).

Work will be performed offsite/remotely.

1. PreImplementation Assessment and Organization:

Identify key internal partners such as MNIT and establish communication channels for project coordination.

Clarify responsibilities to accomplish project activities.

2. Project Planning and Kickoff:

Work with MIIC Operations staff to complete PHIIs IIS Platform Migration Planning Questionnaire.

Develop a detailed project plan outlining tasks timelines dependencies and resource allocations.

Define roles responsibilities and communication protocols to ensure effective project governance.

Conduct a partner analysis to document implicated partners and their needs with regard to system migration. Determine and document communication channels for project coordination.

Organize a project kickoff meeting involving internal partners and the implementation team.

3. Requirement Gathering and Analysis:

Collaborate with MIIC Operations and MNIT to gather migration requirements and define project objectives scope and constraints.

Analyze data sources formats and dependencies to identify migration challenges and opportunities.

Plan for change management activities needed to assist partners through the transition from the existing system to the new one and assess readiness for change.

Develop a targeted communications plan that outlines all communication activities that will be performed throughout the migration period.

Develop a training plan for internal and external partners and users. The training plan should include training techniques for various audiences; training roles and responsibilities; and documentation of activities needed to support the training learning management environment.

Assess program migration needs to include a mapping of existing programs that use IIS data and any program changes that will result from migration. Develop communications plans that will enable information transfer and migration planning to program staff and users.

4. Toolbox Configuration and Customization:

Work with MIIC Operations to configure and customize the PHII Migration Toolbox to meet organizational requirements.

Define data migration workflows mappings transformations and validation rules based on the agreedupon strategy.

5. Data Profiling and Assessment:

Conduct data profiling and assessment activities to analyze the quality structure and complexity of existing data sets.

Document findings and insights to inform migration strategy and decisionmaking processes.

6. Pilot Migration and Testing:

Support the creation of a testing plan that includes migration activities timelines and roles and responsibilities.

Coordinate pilot migration activities to validate migration processes identify potential issues and assess performance.

Coordinate comprehensive testing and validation of migrated data to ensure accuracy completeness and consistency.

7. Support of Migration Execution:

Coordinate fullscale data migration tasks according to the established plan and timelines.

Monitor migration progress performance metrics and data integrity throughout the process.

8. Quality Assurance and Compliance:

Implement quality assurance measures to address data discrepancies anomalies and compliance requirements.

Coordinate data migration remediation efforts as needed based on migration test results.

9. Training and Knowledge Transfer:

Document use case scenarios and workflow documentation for restricted IIS system user login based on mandatory training elements.

Develop a process for maintaining and keeping up to date the IIS Learning Management System (LMS) and other training resources including timing staffing materials and work process.

10. PostImplementation Support (at States request):

Provide support and troubleshooting assistance to address any issues or challenges encountered postimplementation.

Provide tools and plans for ongoing data monitoring.

Conduct postmortem reviews and lessons learned sessions to identify areas for improvement and optimization.

11. Documentation and Reporting:

Document all migration processes outcomes and lessons learned for future reference and continuous improvement.

Generate comprehensive reports and dashboards to communicate project status achievements and KPIs to stakeholders.

12. Closure and Handover:

Conduct project closure activities including final acceptance signoff and handover of deliverables.

13. Other Related Duties As Assigned

Desired Qualifications

Experience with project management and/or business analysis.

Experience working on health information system project(s).

Experience with IIS IIS migration and/or data migrations between systems.

Experience performing structured IT system evaluations.

Experience utilizing the Public Health Informatics Institutes IIS Migration Toolkit on project(s).

Experience facilitating or leading activities to form common understanding and consensus around issues.
